    This is a question for the Commissioner. Sir Bernard, we had a very useful meeting, I felt, in Redbridge last month when you came along and spoke to local people there and some of them raised concerns they had around crime and confidence in the police locally. One of my constituents from Wanstead asked you if we could reinstate the Ringmaster telephone system to alert people to crime problems in their area. You made a commitment at the time that that was something you would look at, if you could update us on that.

    It was widely said by your political opponents that in times of cuts and recession crime was likely to increase in London. We have heard from you and we have heard from the Commissioner, very encouragingly, that crime figures are improving, crime rates are going down. Can you assure me, and indeed London, that crime truly is decreasing, or is it related to the fact that crime is being screened out?
