    I was reading in the press yesterday the story that more than 100 rapists have been let off with a police caution and that 66 of these cases that were highlighted involved child rape. One of the examples that was given in this article was a woman who had been sexually abused by a 34 year old man between the ages of 13 and 15 years of age and yet he only got a caution.     The bid document says ''The Olympic Village will be built as a major regeneration project funded by a private/public sector consortium, with the funding guaranteed by the Mayor of London. The rental cost to the LOCOG in using the Olympic Village will be limited to a figure of not more than $40million.'' What progress has been made in identifying private/public sector consortium?
