Is setting a minimum Borough policing strength compatible with decentralising resource management to borough commanders?

In setting the context for the review of the Resource Allocation Formula, the MPA has made clear its desire to move the focus of the allocation away from pure police numbers to `resources' in the broadest sense. This would give borough commanders much greater flexibility and choice over how they deploy those resources to suit local conditions.
However, we must also ensure resilience at both corporate and local level (for instance to be able to meet central London security and public order requirements) and it may be necessary to set minimum police officer levels for each borough.
