Question

Park Lane Road Tunnel

Will you instruct TfL to investigate building a road tunnel under Park Lane to link from Grosvenor Place to Edgware Road to improve air quality and reduce congestion?

Answer

Date: Wednesday 25 January 2023

A road tunnel under Park Lane would have a number of difficult constraints to overcome.

Road tunnels are always difficult within a highly constrained urban environment, especially where a large number of major utilities and rail infrastructure have to be negotiated. In this case, this would include London Underground lines at each end, the Piccadilly road underpass, the Elizabeth Line, and utilities including the Thames Water Ring Main deep level sewer.

There would be major challenges in providing the approaches to portal entry points at either end. Typically, the land required for a tunnel to connect with surface streets is considerable, and any road widening would have major negative impacts on Edgware Road and Grosvenor Place (potentially including Buckingham Palace Gardens).

As such I consider that continuing to encourage more active travel and use of public transport offers the best route towards delivering a healthier Park Lane.
