Question
Oakley Street Congestion
In order to reduce traffic congestion and improve safety on Oakley Street in Chelsea will you please consider, in consultation with RBKC, reversing left turn bans, changing the phasing of traffic lights, and banning U-turns?
Answer
While Transport for London (TfL) is responsible for managing all of London’s traffic lights, Oakley Street itself is the responsibility of the Royal Borough of Kensington and Chelsea (RBKC).
TfL continues to engage with RBKC regarding Oakley Street. Previous discussions have led to TfL making changes to traffic light timings to optimise the flow of traffic into and along Oakley Street. TfL is willing to work with RBKC on its proposal to introduce a banned U-turn movement and is open to discussing future proposals.
The banned left turn from Chelsea Embankment onto Chelsea Bridge Road was implemented as part of the Cycleway 8 scheme. This restriction is an important safety feature to remove the conflict at the junction between the high volume of cyclists and motor vehicles. This banned turn also protects bus journey times through the junction, ensuring an efficient and reliable bus service for customers. TfL is continuing to monitor the changes along Cycleway 8. At this stage there are no plans to reinstate this left turn.
TfL will be meeting RBKC officers in the coming weeks to discuss the performance of the road network, including Oakley Street.
