Question

Industrial Work at the Old Coal Yard Site

Heavy industrial work is carried out at the Old Coal Yard site, off Tavistock Road in Yiewsley, Hillingdon. The roads leading to this site are increasingly residential and the type of industry being serviced from these areas, whilst important, may be better served in other industrial zones. Can the Mayor tell me who owns this land and what designation it has within the London Plan, and can he work to ensure Hillingdon Council respond to residents' concerns about this site?

I understand that Network Rail owns the land. 

 

The site has no industrial designation within the London Plan, but there is a Site Allocation for mixed use including housing in Hillingdon’s Local Plan Part 2 (Site Allocations and Designations) 2020. 

 

I would note that adjacent to the south side of Old Coal Yard is a locally safeguarded rail freight site with recently installed new sidings. The use of the site is dominated by open storage including a temporary Civic Amenity Facility and there is a proposal for a temporary waste transfer station. 

 

My London Plan’s agent of change principle seeks to ensure that, if new nuisance-generating development is proposed near existing residential development, the onus will be on the new development to put in place mitigating measures. Conversely, if new housing development is proposed near existing lawful nuisance generating uses, the new development should be designed to mitigate the issues, for example, by integrating soundproofing to protect new residents while enabling the effective ongoing functioning of existing industrial operations in the area.

 

This will also apply to the Old Coal Yard site, and the borough will need to sensitively consider the concerns residents raise.
