Crime prevention
What role is there for the Met in preventing crime in the first place?
Answer
Since the formation of the Metropolitan Police in 1829, constables have been charged with the duty of preventing crime. This is as valid today as it was in 1829.
The National Intelligence Model (NIM) specifies that each MPS borough will produce a Control Strategy. This Control Strategy has three strands, one of them being prevention.
Prevention normally consists of partnerships strategies between boroughs and their Crime and Disorder Reduction Partnerships (CDRPs), and crime prevention and early intervention (YOTS, Youth Workers on estates) with Safer Neighbourhood teams and Safer Schools Partnerships delivering on a multi layered basis.
Enforcement is also prevention by making crime unprofitable. Clearly the impact of POCA and the current small benefits the police service derive could have a far greater preventative/disruption impact on organised criminal networks that impact on London's communities. The ability for police to use the assets recovered in policing could be focused on more preventative work.
