Communication associated with 13 February 2024 Risk Assessment at Temple Fortune Lane in Barnet between Hoop Lane and Finchley Road conducted by a Network Traffic Controller (NTC)

Following up on your response to question 2024/0761, please will you provide me with all communication (internal and external emails, handwritten notes, internal and external memos) associated with the decision for a Network Traffic Controller (NTC) to carry out a risk assessment at Temple Fortune Lane in Barnet between Hoop Lane and Finchley Road on 13 February 2024?

Answer

Date: Friday 15 March 2024

The risk assessment was a Dynamic Risk Assessment carried out by the NTC following an emergency road closure of Hoop Lane - between the junctions of Finchley Road and Meadway Gate - by Thames Water. As such, the NTC would have been verbally dispatched to this location via TfL’s Network Management Control Centre (NMCC) and the risk assessment undertaken as a core duty in this situation.

 

Temple Fortune Lane is not a bus route, although it has been used for the diversion of routes H2 and H3 in the past. These services are local routes mainly made up of Hail & Ride and provide an essential service for many of the residents within the Hampstead Garden Suburb. Using Temple Fortune Lane in this circumstance allowed the services to continue to operate only missing a very small section of the route.
