Introduction
The London Assembly Police and Crime Committee is investigating the contents and likely impact of the Mayor’s draft Police and Crime Plan (PCP) 2025-29.
Investigation aims and objectives (Terms of Reference)
This investigation will seek to examine the contents and likely impact of the Mayor’s draft Police and Crime Plan (PCP) 2025-29, particularly:
- any new elements featured in the draft PCP 2025-29, and the reasons for any changing priorities
- how the Mayor and MOPAC decided on the priorities and resourcing set out in the new draft PCP, including how they have ensured it aligns with the current and future challenges of policing in London, and the needs of Londoners
- how risks to the delivery of the Plan have been identified and considered in the draft
- how MOPAC will measure progress against outcomes and the effectiveness of its oversight arrangements.
The investigation will also seek to assess how MOPAC, and the Met, have delivered against the outcomes of the PCP 2022-25, including how this informed their ‘lessons learned’ and content of the new draft Plan.
Key issues
- As London’s Police and Crime Commissioner, the Mayor has a statutory duty to publish a PCP within the financial year during which he is elected. The PCP is required to set out the Mayor’s Office for Policing and Crime’s (MOPAC’s) priorities for the Mayor’s term, including police and crime objectives, financial and other resources to be provided to the Met Commissioner, reporting mechanisms, and how performance against the Plan will be measured.
- Under Section 6 of the Police Reform and Social Responsibility Act 2011, the London Assembly must review the draft PCP and make a report or recommendations to MOPAC. MOPAC must “have regard to any report or recommendations” made by the Committee in relation to the draft Plan.
- The Mayor’s draft PCP is due to be published for consultation in November and the final version must be published by 31 March 2025.
