How does MOPAC oversee culture change in the Met?

In her independent review of standards of behaviour and internal culture of the Met, published in March 2023, Baroness Casey concluded that the Met is institutionally racist, sexist, and homophobic, and required radical transformation to restore public trust and legitimacy.1

In December, the Met and the Mayor announced that Dr Gillian Fairfield has been appointed to carry out an independent assessment of the Met’s progress since the Casey Review.2

The Mayor’s Office for Policing and Crime (MOPAC) is responsible for oversight of the Met, and therefore has a responsibility to oversee the cultural changes necessary following the Casey review.

The London Assembly Police and Crime Committee will meet tomorrow to question the Deputy Mayor, MOPAC and the Met on how MOPAC oversees the required culture change in the Met, and how the Met engages with MOPAC and the London Policing Board on the culture change.

The guests are:

  • Kaya Comer-Schwartz, Deputy Mayor for Policing and Crime
  • Caroline Tredwell, Head of Oversight Governance, MOPAC
  • Kenny Bowie, Head of Strategy and MPS Oversight, MOPAC

The meeting will take place on Wednesday 11 February 2026 from 10am in the Chamber at City Hall, Kamal Chunchie Way, E16 1ZE.
