A HCA 20 November 2015 FOI response Reference: FOI000585, explained that:
A total of 3,504 empty homes have been brought back into use through the programme at a cost of £61.8m outside the London area. The sum quoted in the guidance document included London when issued, however the Greater London Authority (GLA) took over responsibility for the delivery of AHP in London in April 2012. Therefore we do not hold figures for what was delivered by the programme in the London area. You may wish to re-submit this part of your request to the GLA, and we have provided you with their contact details.
The HCA were later able to give the national outside of London breakdown of the 3,504 completions and funding of £61.8m, which are as follows
1,756 Lease and Repair units delivered at a cost of £24.7m = £14,066/Home.
1,748 Purchase and Repair units delivered at a cost of £37.1m = £21,224/Home.
Now in looking again at the national programme, a chance source lead to an explanation of how the budget £100m to target 3300 empty homes, was run for the main RSLs by HCA, and for smaller charity and voluntary organisations by Tribal, who are based in Birmingham. A web search, around this subject, came across the list of the 2012 round 1 bids to HCA, which included London Boroughs and Housing Associations based and working mainly in London area.
The national target was to use £100m for 3300 homes = £30303/home.
There is a quite wide outcome between the HCA and Tribal funding of RSLs and charity/voluntary’s for outcomes outside London area:
HCA: £61,800,000 for 3504 = £17,636/home. Tribal: £45,965,575 for c1218 = £37,738/home. Overall £107,765,575 for c4722 homes = £22,822/home outside London area.
So, after this maybe “long winded” explanation, as a Freedom of Information Request, would the Greater London Authority have any recorded information on the 2012 – 2015 Empty Homes Programme in terms of:-
Number of Lease and Repair units delivered at a grant cost of £..... = £......./Home, and if known any “match funding” to show overall cost/home.
Number of Purchase and Repair units delivered at a grant cost of £......m = £..... /Home, and if known any “match funding” to show overall cost/home.
