I am writing to request, under the Freedom of Information Act, an Excel spreadsheet containing details of all contracts due to expire within the next 12 months. Specifically, I would like the spreadsheet to include the following information for each contract:
- Contract reference number
- Contract name
- Start date
- End date
- Any extensions granted
- Contract value
- Winning bidder
- List of all other bidders who participated in the original tender process

I can confirm that the GLA holds information within the scope of your request. Transport for London holds the requested information on behalf of the GLA.

The GLA is withholding information related to the following parts of your request under Section 43(2) of the FOI Act:
- Any extensions granted
- Contract value
- List of all other bidders who participated in the original tender process

We are withholding the actual contract value and extensions granted since releasing this information would be likely harm the commercial position of the supplier/contractor, potentially affecting their future bidding opportunities, or deter the successful company’s participation in future contracting opportunities with the GLA.
List of all other bidders who participated in the original tender process
We are not obliged to provide you with details of the unsuccessful bidders as this information is subject to a statutory exemption to the right of access to information under section 43(2) of the FOI Act. In this instance, this exemption has been applied as disclosure of this information could prejudice those bidders’ commercial interests. Disclosure of the information would disadvantage those bidders in their ability to participate in future competitive bidding processes for similar contracts with GLA, and other organisations as well as hinder GLA’s ability to effectively and efficiently secure the best value for money for similar services in the future.
The use of this exemption is subject to an assessment of the public interest in relation to the disclosure of the information concerned. We recognise the need for openness and transparency by public authorities, particularly where the expenditure of public money is concerned, but in this instance the public interest in ensuring that we are able to obtain the best value for public money outweighs the general public interest in increasing transparency of our processes.
