Natalie Daniels - Register of interests

Section A

I, Natalie Beth Daniels of the Greater London Authority give notice that I have the following Disclosable Pecuniary Interests being of a description specified in the Relevant Authorities (Disclosable Pecuniary Interests) Regulations 2012/1464.


Section B

1. Details of any employment, office, trade, profession or vocation carried on for profit or gain by me or my partner

  • Between one and six times a year I conduct lecturing and teaching work to undergraduate and graduate students on architecture, landscape architecture and urban design at the University of Sheffield as a casual employee.  This work is renumerated on a per hour basis.
  • As of April 2021 I have been selected to be on a Design Council Expert (specialist), and have signed terms of engagement on that basis. This status makes me eligible to be considered to act as a Design Council Expert on speaking panels, advisory committees, working groups, design review panels and other events that assist the Design Review Council in being thought leaders how to execute high quality projects in the built environment sector. If called upon it would be for discrete engagements, and I will be able to assess and reject these opportunities if they present any conflict of interest with my current role. It is possible that some of the assignments offered will be renumerated on a per hour basis. Between April 2021 and June the 20th 2022 I conducted two engagements, which were discussed with my Executive Director and the Monitoring Officer. My role within the Design Council (as an expert) was renewed in April 2024.

2. Details of any payment or provision of any other financial benefit (other than from the relevant body/bodies specified at Section A of this form) made or provided within the last 12 months in respect of any expenses incurred by me in carrying out my duties as a member, or towards my election expenses. (This includes any payment or financial benefit from a trade union).

Parks for London

  • In the London Environment Strategy, the Mayor set out his ambitions to improve the management of London’s green infrastructure and proposed a London Green Spaces Commission. This was established, with London Councils, in 2019 with the aim of recommending ways to support boroughs in the future funding and management of London’s green infrastructure. The Commission published its report in August 2020. The report made two major recommendations. The first to establish and resource a Centre for Excellence to champion and secure investment (through a future Greenspace Investment Fund) for London’s public parks and green spaces and the second to establish a Future Greenspace Skills Programme.
  • The independent charity Parks for London was specifically identified as the best organisation to take on the role of the Centre for Excellence in the London Green Spaces Commission report following extensive stakeholder engagement and research undertaken by Social Finance to inform Commissioners.
  • To become a Centre for Excellence for greenspace Parks for London needs additional capacity, skills and resources. An advisory group formed of GLA, London Councils, Parks for London, LEDNet and CLOA meet regularly to support Parks for London in its evolution to a cross-departmental Centre for Excellence. Alongside this the GLA and London Councils provide officer time. In 2020-2021 the GLA provided a grant of £50,000 from the Urban Greening budget held within the Environment Team and an additional £50,000 is allocated in the 2021-2022 budget. The grant is in line with the Contracts and Funding Code, supporting an activity that aligns with the Mayor’s priorities, but which is the initiative and activity of Parks for London. The funding targets priority areas, grows capacity quickly and flexibly and is aimed at delivering tangible outcomes. The funding agreement covers support on communications, research and health, core costs (IT systems) and evaluation.
  • I was appointed on 1/2/21 as a trustee to Parks for London (the trading name for the London Parks and Green Spaces Forum, Charity Number 1156063) as part of a recruitment drive to increase the diversity of the Board. In March 2018, the charity adopted the Charity Governance Code for smaller charities, which provides the basis for good governance. Board members focus on strategy, performance and assurance of the charity but are not involved in the day-to-day operational activities or negotiations of the charity, which is the responsibility of the Chief Executive. The Board meets four times a year and trustees must declare any conflicts of interest as part of every agenda. Full minutes are taken at every meeting, verified by the full Board and are available for public scrutiny.
  • I have not initiated, negotiated or led any of the above contractual process, and nor have any members of my team at the GLA.

Together Housing Group / Housing Association Board Member and Commercial Board Member on Commercial Committee

  • I will be appointed on 21/07/2022 to the aforementioned board position for an initial period of 2 years.  I will be appointed to the commercial committee on the same date, and the membership of this is refreshed annually. The terms and conditions of this relate the requirements of the organisation as defined by the constitution of the group, the intragroup agreement, regulatory requirements, the terms of reference for the board, and those of the specific committees, the group’s financial regulations, the group’s standing orders and the member’s code of conduct. Together housing is a housing association that manages over 36,000 homes in the north and midlands (of England). They have no stock or assets in London, and therefore do not interact with the Greater London Authority. Together housing is a strategic partner for Homes England.

Sport England

  • Commencing in August I became a board member of Sport England. It is likely that I will also be asked at some point in 2024 to become part of their investment committee. The GLA does hold a relationship with Sport England, in that they are a statutory consultee in the planning process and they have relationships with our communities and skills team. I do not interact with them on planning, as I am not a decision maker in the GLA with regards to planning. I do not interact with them in any relationship pertaining to the work of our communities and skills team. I will monitor and manage this situation and declare interests should this be appropriate.
