
Pre-consultation event in May 2018
Prior to receiving Board approval, we held a pre-consultation event in May 2018 to ensure that local residents and businesses were informed and notified ahead of the formal consultation starting.
What are we consulting on?
Following a recap of the first Regulation 19 Consultation, which ran during Summer 2017, the team outlined what to expect from the second Regulation 19 Consultation, which will run from Thursday 14 June 2018 until midnight Monday 30 July 2018.
During this period, we will be consulting on:
- changes to the revised draft Local Plan
- updates to existing supporting studies
- new supporting studies
On the evening of the pre-consultation event, OPDC officers were keen to make clear that comments from the first Regulation 19 revised draft Local Plan Consultation will continue to be valid. Therefore, the public is not required to input the same comments from the previous time. Instead, the public is being asked to provide new feedback only.

Key changes to the revised draft Local Plan
The key changes made to the revised draft Local Plan since the first Regulation 19 Consultation in 2017 were made due to:
- your consultation responses
- updated and new supporting studies
- the draft New London Plan
- changes to national, regional policy and infrastructure priorities
After the introduction, the summary of the key changes to the revised draft Local Plan and some of the supporting studies used to inform strategy and policies were covered, including:
Strategic Policies

a number of site allocations previously included in the Places chapter of the revised draft Local Plan have now been moved to the Strategic Policies chapter: there are also several new and updated site allocations for you to review
Places
- following your responses, the Vision Statements have been shortened
- homes and jobs targets have been amended following new findings in the Development Capacity Study
- the Old Oak North Development Framework Principles have helped us further refine policies on development capacity, roads, key routes, green links and open spaces
- the Park Royal Development Framework Principles have helped us amend the revised draft Local Plan for the delivery of an enhanced and nicer environment in the Park Royal area
Design
- we’re in the process of establishing a Community Review Group, which will allow local residents, workers and others with an interest in the area to input on proposed developments, alongside the existing Place Review Group
- we’ve drafted a Tall Buildings statement that provides a clear definition of tall buildings in the OPDC area
- following comments from our Local Heritage Listings consultation in early 2018, we are now developing the final list of these non-designated heritage assets
- the second revised draft Local Plan provides links to the Mayor’s London Plan around fire safety in order to deliver appropriate security measures in all buildings
Environment
- in order to support future planning guidance on the environment, we’ve produced three new supporting studies: an Energy, Overheating and Daylight in Tall Buildings Study, a North Acton District Energy Study and a Waste in Tall Buildings Study
- we’ve made amendments to the existing Waste Apportionment Study to help support further planning guidance
Transport
- following your comments, we’ve made changes to the walking, cycling and bus networks
- given the scale of development expected, we’ve developed a Construction and Logistics Strategy to minimise and plan for construction impacts
Housing
- to reflect the changes to the number of site allocations in the revised draft Local Plan time frame, which is 20 years, the number of homes that we expect to be delivered has reduced from 22,350 to 20,100
- The Gypsy and Traveller Accommodation Needs Assessment and Addendum has been commissioned to assess the potential for sites within the OPDC area to meet the need identified in the Gypsy and Traveller Accommodation Needs Assessments produced by the Boroughs of Kensington & Chelsea and Hammersmith & Fulham
Employment
- following the news about confirmed delays to development on the Elizabeth line depot, the number of jobs that will be created has been reduced from 67,900 to 40,400
- in order for OPDC to align with the draft New London Plan, we’ve done further work to achieve an overall, no net-loss in industrial floorspace. The intensification in Park Royal will be key to achieving this
Town Centre and Community Uses
- OPDC have taken into account discussions with local boroughs regarding development assumptions, and have updated the Social Infrastructure Needs Study to reflect some of the emergency services and community provisions that are included
- the Harlesden Enhancement Strategy focuses on making improvements to retail, leisure and trade opportunities in Harlesden
Delivery and Implementation
- OPDC’s Development Capacity Study has been updated to reflect changes to the phasing schedule of sites within North Acton, Scrubs Lane and along Old Oak Lane and Old Oak Common Lane.
- due to confirmed delays to development of the Elizabeth line depot, the number of jobs and homes being delivered within the plan period has decreased, resulting in amendments to capacity information
- OPDC have carried out a Quantitative Tracking Survey of local and surrounding businesses and residents to understand perceptions of the area and the development. This is expected to be carried out every two to three years

Q&A
Following the overview of the key areas that the consultation will be seeking responses and comments on, there was time for a Q&A session. Below is a reflection of some of the questions:
What is the status regarding the Scrubs Lane and Victoria Road development frameworks and are they going to be Supplementary Planning Documents (SPDs)?
These are both supporting studies for the revised draft Local Plan. There will be a Supplementary Planning Document (SPD) for Old Oak North and Scrubs Lane and we’ll be consulting on this joint SPD for Old Oak North and Scrubs Lane towards the end of 2018. The development of an SPD for Victoria Road has not been confirmed.
Will there be a new Statement of Consultation from OPDC?
OPDC will publish a new Statement of Consultation to support the second revised draft Local Plan consultation. This was published on 14 June 2018 alongside other consultation documents.
What is the definition of ‘super-nurseries’ for the OPDC area?
OPDC defines super-nurseries as a model of provision outside of school, that caters for around 120 children, aged from 0-4 years old. Super-nurseries will be an efficient use of space and will contribute to the population needs within the area.
