Adopted Validation Checklist
As the local planning authority for the Old Oak and Park Royal area, OPDC have produced a Validation Checklist which outlines the list of documents that should be submitted with a planning application, along with guidance that explains when each document is required.
The Validation Checklist was previously updated in January 2019, following consultation and formal adoption. National Planning Practice Guidance states that a local list should be reviewed at least every 2 years. In line with the National Planning Practice Guidance, OPDC reviewed the Validation Checklist in January 2021 and decided no material changes were necessary. OPDC has therefore republished the Validation Checklist in January 2021.
It is intended that a full review of the Validation Checklist, including public consultation, will be undertaken upon the formal adoption of the New London Plan and as the OPDC Draft Local Plan is progressed through examination.
What is a validation checklist for planning applications?
The validation checklist sets out the level of information required by the Old Oak and Park Royal Development Corporation (OPDC) to support a planning application. The checklist comprises a list of documents and guidance that explains when each document is required.
The checklist is divided into two sections, which are the national validation requirements and the local validation requirements:
- the national requirements are set by government and are consistent across all local planning authorities in England
- the local requirements (or ‘local list’) must be prepared by each local planning authority and should be tailored to reflect the material planning considerations that are relevant for that area
Why does the OPDC require a separate local list?
The OPDC was established on 1 April 2015 and has taken on planning powers including the determination of planning applications. The OPDC must therefore create its own local list.
Creating a local list helps OPDC set out the information required to ensure that planning applications are supported by sufficiently detailed information. The level of information required varies depending on the nature and scale of a development proposal. The local list will provide greater clarity for applicants with the aim of ensuring that applications are validated efficiently without unnecessary delays.
