This paper seeks approval to enter into a Special Police Services Agreement with Hammerson (Brent Cross) Limited. 1. Introduction and background
1.1. Hammerson (Brent Cross) Limited has requested Special Police Services (SPS) under Section 25 of the Police Act 1996 for the provision of SPS in relation to the policing of Brent Cross Shopping Centre. The aim being to provide a highly visible police presence to deter crime and anti-social behaviour.
1.2. The objectives of the police team include:
• To work in partnership with Hammerson in reducing crime and anti-social behaviour.
• To supply highly visible uniform patrols and plain clothes security.
• To play a proactive role in supporting other local policing activity including deterring and disrupting terrorism activity.
2. Issues for consideration
2.1. There is a risk if the SPS Agreement is not approved, the removal of the dedicated team at Brent Cross Shopping Centre could divert resources from residents and other businesses in the borough.
3. Financial Comments
3.1 The cost of the SPS Agreement with Hammerson (Brent Cross) Ltd is estimated to cost £575,019. The SPS Agreement will be at full cost recovery of the three police constables. The annual salary for a police constable is £63,891, including overheads. The annual cost for three police constables is £191,673, therefore over the three year period the cost will be £575,019. The SPS Agreement will also be subject to pay inflation, so is expected to increase slightly over the three year period.
4. Legal Comments
4.1. Section 8 of the Scheme of Delegation and Consent requires the Deputy Mayor for Policing and Crime to approve the provision of policing services to external bodies were the contract values is £500,000 or above.
