Biography

Neil is an established and passionate senior development professional with a track record of delivering award winning residential and mixed use development schemes. Neil has led on some of the country’s most high-profile projects including Barking Riverside, Blackwall Reach, Meridian Water, Salford Quays and the redevelopment of Tottenham (including Tottenham Hotspur Stadium).

As Head of North East London, Neil has a broad remit for the Mayor, working to deliver new affordable homes and enable private sector delivery across London. This includes pioneering work on new interventionist approaches to housing delivery, including leading the purchase of new sites and significant financial investment in new housing schemes.

In his spare time, Neil is a Town Councillor in St Neots.

Responsibilities

Responsible for the delivery of the Mayor’s housing led regeneration programmes and projects of all tenures across his portfolio, including the largest and most complex delivery projects in London and implementation of the Mayors flagship Affordable Housing Programme. The Head of Area and their respective teams act as both direct commissioner and client, delivering over 15,000 homes each year, working closely with Boroughs, registered providers and others to develop and deliver their housing and regeneration ambitions alongside the Mayor’s housing targets and corporate objectives. 
 
The Head of Area acts as expert technical, policy and delivery advisors within the GLA and across the Mayoral Family, leading and advising on complex projects, investments and funding programmes. Working across the GLA family, the Head of Area also advises and brokers affordable housing investment in the Mayor’s Development Corporations, across the commercial TfL portfolio and with other bodies in the Mayoral family.

The Head of Area (North East London) additionally sits on the Barking Riverside Board as a Director and Board Member.
