TfL's Equality Impact Assessment says "TfL has not conducted specific research or studies to support the policy". Why is TfL proposing a policy it has not studied?

TfL did carefully consider the proposal for an English Language requirement for Private Hire Vehicle drivers during its development, before it was implemented, and consulted on the proposal extensively.

Prior to carrying out the Equality Impact Assessment, TfL had already conducted a wide-ranging consultation on the proposed changes to private hire regulation from March to June 2015. This was followed by a second consultation which contained more detailed proposals based on the responses to the initial consultation. It opened on 30 September 2015 and ran for 12 weeks.

Additionally, from January 2016 to February 2016 an Integrated Impact Assessment was carried out which considered the potential health, equality, environmental, business and economic impacts that may have arisen as a result of the proposed changes to the regulations that were under consideration.

The feedback from the consultation exercise was taken into account before the proposal was implemented.
