Question

I think 14 year old males are well known for their devotion to cleaning up after themselves! Can you tell me what you have done in your strategies or programmes to divert youths from graffiti? Where have they fitted into your strategies, and what have you done so far?

I do not have youth programme powers. Nicky Gavron has tried to get us involved, and has done very good work in terms of working with the Children's Office for London. Here you're dealing with the fact that borough councils have - in many instances - decimated their youth programmes over the years with the constraints of central government funding. There aren't the activities for kids to do, and that's one of the problems. If I'm made responsible for youth provision in London, I would increase the precept to deal with it but I'm not going to be.
