Oxford Street has faced significant challenges in recent years due to the impact of the pandemic, the rise of online shopping, and other long-term changes in retail habits. Urgent action is now being taken to give the UK’s most iconic high street a new lease of life.
The consultation
Following an extensive public consultation which closed in May 2025, the Mayor of London will move forward with the next stage of plans. These are to establish a Mayoral Development Corporation (MDC) and develop proposals to pedestrianise Oxford Street, transforming it into a vibrant, green and world-class destination for Londoners and visitors alike.
The consultation received over 6,000 responses, with almost seven in 10 Londoners showing support for the creation of an MDC, of those who expressed a view and two out of three are in favour of pedestrianisation of the road specifically.

Next steps
The London Assembly accepted the Mayor’s proposal for an Mayoral Development Area and establish an MDC to drive the regeneration of Oxford Street.
The Mayor has written to the Secretary of State to notify her of the designation of the Oxford Street MDA and to request that the establishment of an MDC to be formally established on 1 January 2026. This body will be called the Oxford Street Development Corporation.
The Mayor will also move ahead with proposals to pedestrianise the road, with detailed highways and traffic design proposals to be consulted on later this year.

Expected outcomes
The transformation will create a cleaner, safer, and more accessible public space where people can shop, dine, and gather in comfort and safety. This is about more than just revitalising a street—it's about restoring pride in our capital’s high street and building a better London for everyone.
With ambitions to rival global destinations such as Times Square in New York and the Champs-Élysées in Paris, the Oxford Street transformation is set to attract international visitors, spark new investment, and create thousands of jobs, helping to power London’s economy for decades to come.
We want to rejuvenate Oxford Street; establish it as a global leader for shopping, leisure and outdoor events with a world-class, accessible, pedestrianised avenue. This will help to attract more international visitors, and act as a magnet for new investment and job creation, driving growth and economic prosperity for decades to come.
