Command and Control Residual Assets

The MPS is seeking approval for the allocation and release of funding to cover the costs of completing the Command and Control Residual Assets programme, which encompasses the Technical Refresh and Application Modernisation projects to be delivered by Unisys.

The DMPC is asked to

1. Approve funding of £214k capital to compete and deliver the modernisation upgrades to Command and Control to improve functionality and deliver a savings in the run costs already built into the Digital Policing budget. The funding will be covered from a virement from the APNR programme, within the capital plan.

2. Approve funding of £524k revenue to cover necessary support and maintenance costs in order to keep C&C maintained and the mapping system supported will be funded from the Digital Policing 2017/18 revenue project budget.

1. Introduction and background

1.1. The existing Command and Control was due to be replaced by October 2015, by CommandPoint. Following the termination of the Command and Control Futures Programme, the MPS still has a need for ongoing support.

1.2. This proposal will provide a technical refresh to replace hardware and software components that are at or nearing end of life. Additionally, an Application Modernisation will allow the rationalisation of the core software, remove dependencies on Unisys hardware and reduce ongoing service costs.

2. Issues for consideration

2.1. The upgrades can only be delivered with the involvement of both the MPS and other third parties who supply and manage the underlying infrastructure such as networks and connectivity.

3. Financial Comments

3.1 The funding of £214,000 will be funded by a virement from the APNR capital plan and the funding of £524,000 will be funded from the Digital Policing project revenue budget.
