1. Introduction and background

1.1 The Home Office Emergency Services Mobile Communications Programme (ESMCP) is set to replace the national Airwave radio service used by all three emergency services. The Emergency Services Network (ESN) is being delivered by Motorola. The MPS entered into a contract with Frequentis to modify the MPS ICCS platform in order to provide the required national ESN functionality and connectivity.

2. Issues for consideration

2.1. The HO ESN programme has been delayed by five months and therefore additional costs have been incurred by Frequentis.
