Executive summary
MOPAC approved the redevelopment of the Hendon Driving School in December 2015. This paper sets out the requirement for funding to fully implement the driving school and forensic facility, and the contract award to implement the investment. The cost can be met from within the existing approved capital programme, and annual revenue savings of £445k will be generated.
Recommendation
The DMPC is recommended to approve;
1. The contract award and entry into a Design and Build construction contract in the sum of £9.715m for a 38-week construction programme.
2. funding of £15.17m, noting that this was included in the draft capital programme submitted to MOPAC in November 2017.

1. Introduction and background
1.1. MOPAC approved the re-development of the Hendon Driving School in December 2015, DMPCD 2015-154. This paper requests approval for additional funding and to award a contract to implement the development.
2. Issues for consideration
2.1. As previously noted the existing Driving School facilities are life expired and no longer fit for purpose.
2.2. The development of the site and progression of the user requirements identified a number of issues which has resulted in delay and additional investment need above that originally anticipated. This includes the treatment for land contamination and asbestos, additional detailed ground surveys, additional mechanical and electrical resilience as part of forensic processing, additional physical security needs, exhaust mechanical ventilation to enclosed car-port area, and water holding tanks enforced by Environment Agency/Water Authority.
2.3. As per the original MOPAC decision the contract award for the construction has been procured through the MOPAC-approved Southern Construction Framework.
3. Financial Comments
3.1 The approved budget submission includes provision in the capital programme for the sum of £15.2m to fully fund this development. Upon completion the proposal will contribute £445k p.a. to the anticipated property savings of £56m. The development will also enable the release of other sites at Hendon which will contribute to the generation of capital receipts.
