In 2014 a compliant tender process for the Support and Maintenance of the Integrated Command and Control System (ICCS) was awarded to Frequentis, for an initial 4 year period to 2018, and with the option to extend for up to a further 3 years. Recommendation
The Deputy Mayor for Policing and Crime is recommended to approve:
- extension of contract for the Integrated Command and Control System (ICCS) menu service at a cost of £5.317m over 2 years funded from the MOPAC approved Digital Policing (DP) budget
- a capital project to extend the life of the ICCS by two years at a cost of £0.748m funded from the Strategic Maintenance Programme (SMP) in the MOPAC approved capital plan

1. Introduction and background
1.1. The Integrated Communication and Control System (ICCS) is a system of radio consoles enabling MPS Command and Control staff to locate and communicate with on-duty officers via Airwave
1.2. In 2014 a compliant tender process awarded the support and maintenance of the ICCS to Frequentis for an initial period of 4 years. The contract award allowed for extensions for up to 3 years. This paper seeks approval for the extension of the contract for a 2 year period.
2. Issues for consideration
2.1. The continued support and maintenance of the ICCS is necessary to enable the continued operation of the command and control function, and to enable the re-procurement of a replacement system.
3. Financial Comments
3.1. The 2 year extension is estimated to cost £5.317m which is funded from within the MPS Digital Policing budget. Investment of £0.748m is also requested in order to extend the life of the system. – this is funded from within the MPS capital programme.
4. Legal Comments
4.1. The proposed extension is compliant with the Public Procurement Regulations.
4.2. Under the MOPAC Scheme of Consent and Delegation [4.14] the DMPC reserves the right to call in any MPS proposal to award a contract for £500,000 or above, and all variations and extensions to contracts with an original value of £500,000 or above.
