Executive summary
This paper is seeking approval for a direct award to Aero Healthcare Ltd for the supply and delivery of First Aid Consumables and Pharmaceuticals under the existing terms and conditions. The contract term to commence from 1st May 2018 to 30th September 2018 (5months) with a contract value of £900k.
This will allow additional time necessary to complete the new National Framework tender process that is currently at the evaluation stage and will ensure a compliant route of purchasing First Aid and Pharmaceutical requirements for the MPS. The estimated timescales for award of the re-tender exercise is July/August 2018.
The existing supplier for The Supply & Delivery of First Aid & Pharmaceuticals Emergency Life Support & Training Equipment & Associated Products Call Off is Aero Healthcare Ltd, the MPS Call Off expires 30th April 2018 and the total contract award value is £3.575m.
This is a Health and Safety requirement, which means the MPS have a legal requirement to provide the provision of first aid. The supply of First Aid consumables and Pharmaceuticals supports operational policing.
Recommendation
The DMPC is asked to;
1. Approve a direct award to Aero Healthcare Ltd for The supply & Delivery of First Aid consumables and Pharmaceuticals under the existing terms and conditions. The contract term to commence from 1st May 2018 to 30th September 2018 (5 months) with a contract value of £900k. Expenditure will be met from Business Groups’ devolved revenue budgets.
Non-confidential facts and advice to the Deputy Mayor for Policing and Crime (DMPC)
1. Introduction and background
1.1. This is a Health and Safety requirement, which means the MPS have a legal requirement to provide the provision of first aid. The supply of First Aid Consumables and Pharmaceuticals supports operational policing.
1.2. The original contract award term was 1st December 2013 to 30th November 2017. The original contract award value was £3.25m. This was extended to 30th April 2018 in line with MPS delegated authority.
2. Issues for consideration
2.1. First aid equipment have expiry dates so the requirement is ongoing and during the timeline of the contract period defibrillators within the MPS will need to be replaced which is included within this requirement.
2.2. The MPS has an obligation under PACE to deal with immediate healthcare issues for detained people including the provision of some medications.
3. Financial Comments
3.1. The expenditure incurred in respect of this contract will be met from Business Groups’ devolved revenue budgets.
4. Legal Comments
4.1. Paragraph 4.13 of the MOPAC Scheme of Delegation and Consent provides that the Deputy Mayor for Policing and Crime has delegated authority to approve of all contract exemptions valued at £100,000 or above.
