Executive summary
The Enterprise Architecture team uses outside resources to meet short to medium term demand and to bring in specialist skill sets. The current contracts are at the end of their life and a new competition is required. The lot structure has been designed so that parts of the requirement will be attractive to specialist suppliers and SMEs.
Money spent through this contract will be from existing budgets for the DP Business Engagement and Technology team or recharged to an existing DP programme. The purpose of this work is to put in place a cost effective and controlled delivery structure.
Approval is sought to run the commercial competitions and to award a contract to the winners of each lot. Approval is requested from DMPC as the total of the 4 contracts will be £4.7M.
Recommendation
The DMPC is asked to approve:
• Approve that a competition be held to procure an Architecture Managed Service as detailed in this document
• Approve that contracts be placed with the successful bidders for the corresponding services, subject to conformance with the procurement strategy detailed in Part 2. The preferred option is for a single supplier however a lot structure leaves the possibility for more than one supplier to be appointed depending on the outcome of the tender evaluation.
Non-confidential facts and advice to the Deputy Mayor for Policing and Crime (DMPC)
1. Introduction and background
1.1. To resource key projects and programmes, Digital Policing requires a commercial channel to bring in IT Architects with specialist knowledge in all areas. It is proposed to use a managed service where each engagement would have well defined outcomes. This enables effective management of delivery and quality of outcome.
1.2. Outcomes will be defined for each engagement within a Statement of Work. Invoicing and receipting will be tied to partial or complete delivery of these outcomes rather than resting solely on time spent on the activity.
2. Issues for consideration
2.1. The current commercial arrangements are at their natural end and have been extended twice. A new competition is required in line with Public Contract Regulations 2015.
3. Financial Comments
3.1. The spending cap of £4.7M will be drawn from existing Business Engagement and Technology (BET) manpower budget and from programme budget. A cross charge will be used to allocate cost to programmes.
4. Legal Comments
4.1. The Mayor’s Office for Policing and Crime (MOPAC) is a contracting authority as defined in the Public Contracts Regulations 2015 (the Regulations). Public contracts for goods and services valued at £184,302 or above must be procured in accordance with MOPAC governance and the regulations. This report confirms the value of proposed contract exceeds this threshold and, accordingly, the regulations are engaged.
