Executive summary

This paper recommends the award of four single supplier frameworks in the value of £4.9m, and the award of four call off contracts in the value of £4m, following MPS procurement exercises. The costs can be met from within the MPS approved budget.

Recommendation

The Deputy Mayor for Policing and Crime is recommended to:

  • Approve four single supplier framework agreements accessible to all members of the GLA members (including Mayor’s Office for Policing and Crime/ Metropolitan Police Service, Transport for London, London Fire Commissioner (London Fire Brigade)), Royal Parks, City of London Corporation, London Ambulance Service.
  • Approve award of four Call-Off Contracts for the following services:
    • The Supply and Hire of Portable Accommodation and Toilets
    • Maintenance of Firing Ranges and Firing Equipment including Statutory Inspections
    • Planned Maintenance and Reactive Repair/Replacement of Fuel Metering and Pumps
    • The Supply and Hire of Traffic Barriers

1. Introduction and background

1.1. MOPAC approved the initiation of procurement for the services set out below in July 2018, PCD 436. The services are

  • Supply and Hire of Portable Accommodation and Toilets
  • Maintenance of Firing Ranges and Equipment.
  • Planned and Reactive Maintenance/Repair of Fuel Metering and Pumps
  • Supply and Hire of Traffic Barriers

2. Issues for consideration

2.1. The MPS engaged with the market and carried out procurement exercises for each of the services. The recommended single supplier framework awards are to those suppliers who across both price and technical evaluations scored the overall best score. The award of the frameworks does not commit MOPAC/MPS to any liability.

2.2. The contract call-off awards are for the periods (either initial term 3 years plus two 12 month optional extensions, or initial term 5 years plus two 12 month optional extensions) where greater value for money is demonstrated.

2.3. The prices are fixed for the first three years and subsequently subject to increases capped at inflationary indexation for the remaining of contract period.

3. Financial Comments

3.1. The estimated value of the frameworks is £4.9m. The costs of the contract call offs are estimated at £4m across the respective proposed multiple years. These costs can be met from within the MPS approved budget.

4.1. There are no legal implications arising from this report. The DMPC is asked to approve this request based on section 4.14 of the MOPAC Scheme of Delegation and Consent “To reserve the right to call in:- Any MPS proposal to award a contract for £500,000 or above.“
