PCD 1546 Continuation and Augumentation of ANPR MetBof Support Provision

This paper seeks MOPAC approval for continuation of existing support and governance arrangements for MetBOF with the incumbent providers (i15 and Mason Advisory) and adding in further infrastructure support with Capgemini until such time as it is decommissioned (anticipated to be August 2024). In addition it seeks financial approval for expansion of the current storage provision to provide capacity for the remaining period of MetBOF operation. 

This ensures that the knowledge and support regime already in place is maintained and enhanced, reducing several current key support risks.

The Deputy Mayor for Policing and Crime is recommended to: 

  1. Approve Project Revenue funding of £1,880k to support the ANPR MetBof service through to August 2024, fully funded within the MOPAC approved DDaT revenue budget. 

  1. Approve Capital funding of £501k to expand ANPR storage fully funded within the DDaT MOPAC approved capital plan. 

  2. Approve the granting of a Direct Award to Mason Advisory for 12 months with Total Contract Value of £130k via the RM6100 Technology Services 3 framework.  

  3. Approve the granting of a new Direct Award to Softcat for 14 months with Total Contract Value of £265k for continued support by i15, via the HealthTrust Europe framework.   

  4. Approve the granting of a new Direct Award to Softcat of £407k via the HealthTrust Europe framework for purchase and fitting of a Scality Object Store. 

  5. Approve changes to the infrastructure & hardware support of the solution, and activity to on-board this with Cap Gemini via Project Work Order to the existing Infrastructure Services Contract.  

PART I - NON-CONFIDENTIAL FACTS AND ADVICE TO THE DMPC 

  1. Introduction and background  

  1. The overall aim of the recommendations is to maintain the existing support regimes of the ANPR MetBOF service whilst the new ANPR BOF project delivers. This will involve further investment in the MetBOF infrastructure such as the Scality Object Store, which will require additional capacity to be provisioned before such time as the service can be decommissioned. This eventuality is catered for in the finance section of this paper.  

  1. Once the new ANPR BOF solution is delivered and operational, the associated application, infrastructure and network will be taken under management and support by Pegasus Suppliers (Capgemini and Eviden). 

  1. Issues for consideration 

  1. The project to move to a new ANPR BOF is underway and is expected to deliver and be fully operational by or before August 2024. If MetBof is expected to go beyond this date, all hardware and application components will have to be refreshed as it will have reached the end of its supportable life. 

  1. This support and maintenance extension is a tactical solution to provide existing levels of support on the business critical system until the new solution is delivered. 

  1. The ANPR MetBOF system is a vital intelligence tool assisting in policing and enforcement functions. The MPS ANPR MetBOF solution also utilises cross-border and national data, and is currently the only force with access to these data sets, using them to support National Counter Terrorism intelligence requirements. This has proved to be a valuable source of intelligence in high profile incidents. 

  1. Financial Comments  

  1. The figures provided in this section combine setup/project costs as well as ongoing operational costs for the delivery of the ANPR service. Take-on activities are required to bring ANPR under management of the Supplier (Capgemini). 

  1. Project revenue funding of £1,880k to support the ANPR MetBof service through to August 2024 fully funded within the MOPAC approved DDaT revenue budget. Capital funding of £501k to expand ANPR storage fully funded within the DDaT MOPAC approved capital plan. Funding will be managed within approved Capital budget without impacting other capital funded works. 

  1. Legal Comments 

  1. This section confirms that the proposed direct award of contracts under applicable framework agreements shall be compliant with the framework agreements’ ordering processes and rules.  On that basis, those awards shall be compliant with the Regulations. 

  1. This section confirms the proposed extensions of contract terms for two existing contracts are expressly included as options from the original contract awards.  On that basis, the proposed extensions shall be compliant with the Regulations. 

  1. Commercial Issues  

  1. The paper requests approval for budget to allow extension and further award of contracts to 2 suppliers.  The approval to award itself is within delegated authority levels.

  1. GDPR and Data Privacy  

  1. The request for additional contract spend does not use personally identifiable data of members of the public, so there are no GDPR issues to be considered. 

  1. Equality Comments   

  2. MOPAC is required to comply with the public sector equality duty set out in section 149(1) of the Equality Act 2010. This requires MOPAC to have due regard to the need to eliminate discrimination, advance equality of opportunity and foster good relations by reference to people with protected characteristics. The protected characteristics are: age, disability, gender reassignment, marriage and civil partnership, pregnancy and maternity, race, religion or belief, sex and sexual orientation. 

  3. As this is an extension of an existing service this work does not change any aspects relating to equality or diversity’.

  Part 2 of Request for additional contract spend in Support of the ANPR MetBOF service. 

BJP is exempt from publication for the following reasons:  

•  Exempt under Article 2(2)(a) of the Elected Local Policing Bodies (Specified Information) Order 2011 (Data Protection Section 43 – Commercial Interests).  

  The paper will cease to be exempt upon completion of the contract. This is because the information is commercially sensitive and could compromise future procurement activity.
