
Domestic abuse safe accommodation and support
The Mayor is committed to ensuring that victims and survivors of domestic abuse are able to access safe accommodation and support, whether they decide to stay in their home or leave.
The Mayor has duties under Part 4 of the 2021 Act to support victims/survivors of domestic abuse and their children in relevant safe accommodation. The duties under this act include producing a strategy and commissioning services. The duty comes with government funding – circa £26.8m for London in 2025-26.
The Greater London Authority (GLA) and the Mayor’s Office for Policing and Crime (MOPAC) are working in partnership on the activities involved in delivering the duty. The multi-agency London Domestic Abuse Safe Accommodation Partnership Board advises and supports the Mayor to implement this duty.
This refreshed strategy for 2025-28 follows on from the Mayor’s publication of the initial Domestic Abuse Safe Accommodation (DASA) strategy in 2021. A 10-week consultation was undertaken to develop this refresh, which closed on 10 December 2024. A consultation report is published alongside this strategy.
This refreshed strategy is informed by an updated pan-London needs assessment, which is published alongside it. An updated version of the Equalities Impact Assessment is also published.
The 2025-28 strategy sets out the Mayor’s vision, that all victims/survivors of domestic abuse, including children, can access and be supported by safe accommodation-based services, tailored to their needs.
Five refreshed objectives are set out to achieve this. These are, in summary, to ensure:

a clear and coordinated network of support in safe accommodation for all victims/survivors
-
accessible and inclusive services that meet the diverse needs of all victims/survivors
-
services and accommodation that are physically and psychologically safe, of high quality, and use up-to-date and appropriate practice
-
a DASA system (made up of various organisations from the VAWG and housing sectors, and local authorities) that works across specialties and geographies, and is centred on victim/survivor outcomes
-
a sustainable and robust sector, funded to best meet victims’/survivors’ needs.
Support services
The Mayor is commissioning a range of services to meet the safe accommodation needs of domestic abuse survivors.
These services take forward the proposals in the Mayor’s Domestic Abuse Safe Accommodation Strategy 2021-2024 (which was informed by the London needs assessment 2021-2024), to increase the level and quality of provision for survivors and their children.
The full list of services commissioned by the Mayor for 2023-24 covers a range of safe accommodation options and specialist support for survivors from London’s diverse communities.
In June 2025, the Mayor will launch a by and for grants funding programme under DASA, which is now open for applications. This is the first phase of our new commissioning under the new DASA strategy. Information about subsequent rounds of commissioning will be made available shortly.
Safe accommodation
The Mayor is keen to deliver not only support but also more safe accommodation for survivors of domestic abuse.
The Domestic Abuse Safe Accommodation Homes Programme, an innovative programme that provides joint capital and revenue funding for new accommodation projects, is now open for continuous bidding.
