Accessibility statement for Rogue Landlord and Agent Checker

The Equality and Human Rights Commission (EHRC) is responsible for enforcing the Public Sector Bodies (Websites and Mobile Applications) (No. 2) Accessibility Regulations 2018 (the ‘accessibility regulations’) in England, Wales and Scotland.

The Greater London Authority (GLA) is committed to making its website accessible, in accordance with the Public Sector Bodies (Websites and Mobile Applications) (No. 2) Accessibility Regulations 2018.

This website is partially compliant with the Web Content Accessibility Guidelines version 2.1 AA standard, due to the non-compliances listed below.

The content listed below is non-accessible for the following reasons.

Non compliance with the accessibility regulations

• The first checkbox on the 'Report a rogue landlord or agent' form has a 'required' attribute. Screen reader users should be informed that they need to tick at least one checkbox (WCAG 2.1 A criterion 1.3.1 Info and relationships).
• On the 'Report a rogue form', the instructions for uploading a document should be programmatically associated with the 'Choose file' control (WCAG 2.1 A criterion 3.3.2 Labels and instructions) so that screen reader users have the instructions automatically read out to them when they read the file upload control.
• Headings on several pages have not been nested correctly (WCAG 2.1 A criterion 1.3.1 Info and relationships).

These issues are in the backlog to be fixed by April 2024.

Issues only affecting the Rogue Landlord admin tool (plan to address by July 2024):

• When browser zoom is used, it is not possible to scroll the browser window to see all of the menu items. This fails WCAG 2.1 success criterion 1.4.4 (Resize Text) as all menu items should be viewable when zoom is applied up to 200 per cent as a minimum. 

• When browser zoom is used at 400 per cent, some text elements may be truncated. The sticky header may take up most or all of the viewport. This fails WCAG 2.1 success criterion 1.4.10 (Reflow).

Disproportionate burden

Content that’s not within the scope of the accessibility regulations

• on www.london.gov.uk/rogue-landlord-checker the social media icons (ShareThis widget) are not marked up correctly so screen readers users may not be able to hear what is presented on the screen​​​​​​
• on the form /programmes-strategies/housing-and-land/improving-private-rented-sector/report-rogue-landlord-or-agent the markup code on the re-Captcha widget is not correct so screen readers users may not be able to hear what is presented on the screen​​​​​​.

As this widget is third-party content which is not under our control (neither funded, nor developed by us), it falls under the exemptions of the accessibility regulations - Application, 4. (2)(e).

This website has been tested to ensure compliance with WCAG 2.1 AA. A sample of pages was tested which reflect the key user journeys for the Rogue Landlord and Agent Checker target users (front-end and the admin tool).

The test was carried out by Test Partners Ltd who used the following approach to decide on the sample of pages to test, as per GOV.UK guidance:

1. We identified a minimum representative subset of pages that contain examples of the most common layouts, components and features, including:
   • The header and footer.
   • Important “unique pages”.
   • Pages with text content and data tables.
   • Pages with informational images.
   • Interactive elements such as forms, tabbed interfaces, carousels, hide / reveal functionality and content filtering.

2. We conducted a manual WCAG audit on the representative subset of pages.
3. We conducted one round of fixing and retesting, such that most WCAG non-conformances have been fixed.

We aim to resolve all outstanding non-compliance issues that are within our control (detailed under ‘non compliance with the accessibility regulations’) by July 2024.
