London Social and Affordable Homes Programme 2026-36

Who can apply

The programme is open for bids from a wide range of organisations, seeking to deliver social and affordable housing in London. Eligible organisations include: 

  • local authorities
  • registered providers (both not-for-profit and for-profit)
  • unregistered bodies
  • developers.

Organisations can apply individually or as part of a consortium and must be qualified as a GLA investment partner to receive funding.  

Dates

The timetable below sets out the target timescales for bidding and assessment for the London Social and Affordable Homes Programme 2026-36. 

These dates are subject to change and providers will be notified of any changes:

  • funding guidance published: 7 November 2025
  • the GLA satisfactorily completes the Competition Market Authority process (and therefore the programme is made): February 2026
  • bidding opens: February 2026
  • bidding closes: April 2026

Providers wishing to bid for funding for projects that are due to start on site in the first two quarters of 2026-27 should speak to their Area Manager about alternative ways to bid for funding.

Frequently asked questions

The GLA’s process for determining strategic partners is outlined in paragraphs 92–95 of the funding guidance. Strategic partners will be selected based on an assessment of indicative and named project bids. Following this assessment, providers will be grouped into four categories according to size and type, as set out in the guidance. Within these groups, providers delivering a higher number of social and affordable homes—above a threshold to be confirmed once bids are received—will be awarded strategic partner status.

We anticipate allocations to be announced in Summer 2026, but will continue to keep providers up-to-date with timelines.

Yes.

The GLA will not increase allocations in line with inflation over the course of the programme. Providers may wish to take into account inflation when submitting bids. Bids will be assessed against value for money, deliverability and strategic fit.

Bids for funding from the London Social and Affordable Homes Programme 2026-36 will be assessed on value for money, deliverability and strategic fit on a negotiated basis. There will not be set/fixed grant rates.

The GLA is working with MHCLG to identify how low-cost loans will be allocated and administered in London. Providers will be updated in due course.

No, you can bid and become an Investment Partner later (subject to completing the Investment Partner Qualification process). You cannot draw down funding until this process has been completed.
