Inclusive Talent Strategy

Getting more Londoners into high-quality jobs and making it easier for employers to get the talent they need. 

The Inclusive Talent Strategy is a vital early step in delivering the London Growth Plan. It aims to ensure that all Londoners can benefit from growth by building a skilled workforce and helping more people access high-quality jobs, while making it easier for employers to find the talent they need.

About the Inclusive Talent Strategy

The Inclusive Talent Strategy will put employers in the driving seat of a more integrated skills and employment system for London. We will work in partnership with employers, skills and employment providers, and government to make the system more responsive to London’s economic needs, and make it easier for businesses to find talent. 

London’s government, the Mayor and London Councils, are leading this work, but the ambitions in the strategy can only be achieved together with partners across London. We’re inviting employers, employment and careers providers, health services and community organisations to get involved in shaping the city’s future workforce.
 

The Inclusive Talent Strategy will...

We are establishing an employer-led talent system that gives businesses a stronger role in shaping training. This will make it easier for employers to find the talent they need, ensure provision is more responsive to the needs of London’s economy, and help drive inclusive growth. 

Employers will be in the driving seat of London’s inclusive talent system, ensuring we are delivering the right skills to grow the economy and meet the needs of London’s labour market. 

We will better connect London’s skills, employment, health and careers services so that Londoners find it easier to access the skills and training they need and meet the diverse needs of all Londoners. This will help more people access the right learning, progress into good work, and continue developing their skills throughout their careers.

By joining-up London’s skills and employment sector, working with key partners across London government, skills, employment and health, we will make it easier for Londoners to find the right training and employment path for them. 

We want London to be the most attractive place in the world for talent, regardless of background. By working to address the barriers that stop people from entering and staying in good work, London will better retain its talent. This will improve working conditions for Londoners, increase our employment and retention rates, and support Londoners to thrive. We will tackle the barriers to retaining talent by ensuring Londoners are getting paid a fair wage, have progression opportunities and can access the support they need to stay in work. 

This will help deliver the ambitions of the London Growth Plan, including creating 150,000 high-quality jobs by 2028, boosting productivity growth to 2% annually, and increasing the real incomes of the lowest-earning Londoners.


Sector Talent Boards and Hubs

As part of the Inclusive Talent Strategy, the Mayor is convening Sector Talent Boards, made up of industry representatives in key strategic sectors, and pan-London Sector Hubs.

Sector Talent Boards

Sector Talent Boards will:

  • identify sector priorities
  • drive and shape training and careers pathways to respond to market needs.

Sector Hubs

Pan-London Sector Hubs will:

  • translate the priorities of the Sector Talent Boards into action
  • provide a clear entry point for employers, particularly larger businesses, to engage with the talent system.

Together, Sector Talent Boards and Hubs will enable businesses to access the skilled workforce they need while opening pathways into sustainable, well paid work for Londoners.

Get involved

Grant funding of up to £360,000 per annum is available to organisations who will administer a Sector Talent Board and establish and lead a Pan-London Sector Hub in one of three priority sectors:

  • construction
  • creative industries
  • life sciences.

Organisations should have the networks, infrastructure and credibility to act as trusted convenors for each sector.

You can apply to lead Health, Social Care and Hospitality Sector Talent Boards now. Applications for Sector Hubs will open in the coming months, but you can express your interest now.

Additionally, if you are a senior leader or decision-maker working in the creative, construction, life science, health, hospitality and social care sectors, the Mayor invites you to express your interest in joining City Hall’s Sector Talent Boards by emailing a brief bio and contact details to [email protected]. Recruitment for members will begin in early 2026.  

How the Inclusive Talent Strategy was developed

The Inclusive Talent Strategy has been shaped through extensive engagement with Londoners, employers, education providers and partners across the skills and employment system. We wanted to make sure it reflects lived experience, is rooted in evidence, and will deliver meaningful change. 

The Inclusive Talent Strategy, along with the Get London Working Plan and the Local London Skills Improvement Plan, is part of London’s Workforce Plan.

Consultation on the draft strategy was undertaken by the Greater London Authority (GLA) and London Councils, seeking views from a wide range of partners across London’s economy. This included:  

  • a written consultation with 89 responses 

  • 100+ events and engagements including over 50 employer specific engagements  

  • Talk London – an online discussion platform for Londoners  with 400+ participants.

The written consultation ran from Thursday 19 June to Monday 21 July 2025. For Londoners who needed accessible ways to respond, the consultation remained open until Friday 12 September 2025 and included: 

  • Easy Read documents 

  • British Sign Language (BSL) interpreted documents.
