The Infrastructure Coordination Planning Service helps London boroughs and infrastructure providers generate a clearer picture of the likely future infrastructure demands in areas experiencing significant growth.

Planning and Delivery of Infrastructure in London’s Growth Areas

The Planning Service has initially partnered with the London Borough of Tower Hamlets to help deliver the infrastructure needed to support the substantial growth coming forward in the Isle of Dogs and South Poplar Opportunity Area.

In order to monitor and evaluate these interventions, the Planning Service commissioned Arup to undertake an analysis of the planning and delivery of infrastructure at similar high growth areas across London. The assessment was undertaken through desktop research and stakeholder interviews.

Unlocking London’s Opportunity Areas: good practice for effective planning and delivery of Infrastructure’ takes a case study approach looking in detail at the experiences of three of London’s Opportunity Areas -1. Vauxhall, Nine Elms and Battersea 2. Kings Cross and 3. Elephant and Castle.

Based on these experiences, the report outlines lessons learned for best practice, providing a series of recommendations for key stakeholders responsible for infrastructure (Local Authorities, Utility Providers, Developers, GLA/TfL and Regulators). These recommendations will help infrastructure stakeholders overcome challenges to infrastructure delivery in similar areas experiencing significant growth.

Using evidence from this report, comparisons will be drawn with the three case studies to evaluate the success of the Planning Service’s interventions in the Isle of Dogs over the ten-year period of forecast growth.
