Good Practice for effective planning and delivery of Infrastructure:

The Planning Service commissioned Arup to undertake an analysis of the planning and delivery of infrastructure at similar high growth areas across London. The assessment was undertaken through desktop research and stakeholder interviews.

Unlocking London’s Opportunity Areas: good practice for effective planning and delivery of Infrastructure takes a case study approach looking in detail at the experiences of three of London’s Opportunity Areas:

  • Vauxhall, Nine Elms and Battersea
  • Kings Cross
  • Elephant and Castle

Based on these experiences, the report outlines lessons learned for best practice, providing a series of recommendations for key stakeholders responsible for infrastructure (Local Authorities, Utility Providers, Developers, GLA/TfL and Regulators).

These recommendations will help infrastructure stakeholders overcome challenges to infrastructure delivery in similar areas experiencing significant growth.

Using evidence from this report, comparisons will be drawn with the three case studies to evaluate the success of the Planning Service’s interventions in the Isle of Dogs over the ten-year period of forecast growth.

A practical handbook for planners to coordinate infrastructure

The ICS Planning Team and the Royal Town Planning Institute (RTPI) have also jointly produced a practical handbook to guide planners on how they can coordinate utility infrastructure and sustainable development in their boroughs. The handbook sets out how planners can collaborate with utilities to understand development needs and encourage early engagement to align development and infrastructure provision. The handbook has a strong focus on case studies to support an understanding of best practice.

Better infrastructure planning to speed up development

The ICS Planning Team also worked with the RTPI to examine current barriers to planning effectively for utilities infrastructure and provides four recommendations for government to address these, with roles outlined for the GLA and London Boroughs which are detailed in the report ‘Planning for Critical Infrastructure in London’.

Amongst these recommendations is a call for government to work with the Mayor and London Boroughs to create a live digital evidence base for London’s utilities infrastructure and to place new duties on the utility regulators to encourage early collaboration between utility companies and local planning authorities. The report also sets out how these recommendations could be addressed through the government’s proposed changes to the planning system.
