Lyn Garner to lead step-change in housing delivery

  • Appointment is one of the key recommendations made in Lord Bob Kerslake’s review of GLA Group housing delivery

The Mayor of London has today announced the appointment of a new senior professional lead for housing delivery, implementing one of the recommendations made in Lord Bob Kerslake’s review of Greater London Authority (GLA) Group housing.

Lyn Garner, the current chief executive of the London Legacy Development Corporation (LLDC) will provide strategic oversight over the delivery of housing on land owned by the GLA group* which includes Transport for London and the London Fire Brigade.

Tackling London’s housing crisis is a top priority for the Mayor and a review into GLA Group housing delivery was a key promise in the Mayor’s 2021 manifesto. Lord Kerslake was commissioned to undertake the independent review to look at how the GLA group could build even more homes more quickly and increase the scope of housing delivery on land owned by the group.

Since 2016, the group has started construction on more than 17,000 homes on GLA land, making a significant contribution to housing delivery in London.

Lord Kerslake’s review, made 15 recommendations across the following themes:

o Oversight of GLA Group housing delivery

o GLA Group collaboration on housing delivery

o City Hall developer

o LLDC transition

o Finance and funding

These recommendations will help the GLA Group become more unified, and a streamlined approach towards house building across the group will help bring benefits to London’s existing affordable housing sector and deliver new genuinely affordable homes for Londoners.

In this new role, Lyn Garner will provide strategic oversight and system leadership over GLA Group housing delivery. She will oversee programme and performance management across the Group, including managing an overall pipeline of land and housing opportunities. Lyn will also oversee GLA Group collaboration on housing delivery, promote consistency in practice and will support decision making and performance management forums. She will remain chief executive of LLDC alongside her role as senior professional lead.

Mayor of London, Sadiq Khan said: “It’s vital that we maximise the number of genuinely affordable homes built on land owned by the GLA Group and, with her skills and experience, Lyn Garner is well placed to coordinate the changes required to improve collaboration and speed up the delivery of much-needed homes for Londoners. “

Lyn Garner said: "It's a privilege to be asked to coordinate the delivery of housing on behalf of the Mayor. There is huge potential and a genuine commitment among all involved to use our landholdings to tackle London's housing crisis. In these times of continuing uncertainty we must use the skills and experience we have to drive the existing programme and explore all avenues to deliver even more."

Lyn Garner previously worked at Haringey Council where she was Strategic Director of Regeneration, Planning and Development. Prior to that, Lyn’s career spanned finance, housing and regeneration with senior leadership roles at Hammersmith & Fulham and a year on secondment at the GLA as Executive Director for Development & Environment with responsibilities including transport, environment and sustainability.

• Greater London Authority (GLA), which includes GLA Land and Property Limited (GLAP), which is the GLA’s subsidiary housing delivery company

• London Fire Commissioner (LFC)

• London Legacy Development Corporation (LLDC)

• Mayor’s Office for Policing and Crime (MOPAC)

• Old Oak and Park Royal Development Corporation (OPDC)

• Transport for London (TfL), which includes a subsidiary company that has been established to deliver housing and other developments to generate long-term revenue streams – TTL Properties Limited (TTLP).
