
The Greater London Authority (GLA) Act requires the Mayor to consult the London Assembly on his initial GLA budget plans for the next financial year, before going out to public and stakeholder consultation.
- The GLA has presented a budget plan which is structured by the Mayor’s Recovery Missions.
- Most of the GLA’s base funding is from business rates and council tax. Until billing authorities returns are received and analysed in early February 2022, the Mayor cannot know the exact sums that he will have available to allocate.
- Core functions costs for 2022-23 are set to decrease from £108 million in 2021-22 to £80 million in 2022-23. This primarily results from the GLA’s move to the Royal Docks and the higher costs in 2021-22 from delivering the 2021 elections.
- The GLA has a significant capital programme with funding of £1.6 billion for 2022-23. For 2022-23, over £800 million of this is allocated to housing delivery.
As part of the statutory annual budget setting process, the GLA is required to submit its budget plans for the following financial year and tomorrow, the London Assembly Budget and Performance Committee will focus on those plans.
