The London Legacy Development Corporation (LLDC) was established in 2012 and is responsible for managing the physical legacy of the 2012 Olympic Games.
The Old Oak and Park Royal Development Corporation (OPDC) was established in 2015 to deliver a large-scale housing and regeneration project on a 650-hectare site in North West London that would capitalise on the HS2 and Elizabeth Line (Crossrail) investment at Old Oak Common.
The OPDC submitted an expression of interest to the Government’s Housing Infrastructure Fund (HIF) in September 2017. A full bid was submitted on 10 September 2018 and the OPDC was conditionally awarded the full £250 million in the Spring Budget in March 2019. The £250 million was to be used to assemble land, design and build vital roads as well as install utilities infrastructure. In December 2019, the day after the general election, the OPDC announced its intention to abandon the HIF bid and significantly shift the focus of its development away from Old Oak North, to a ‘range of early sites in both public and private ownership’, primarily owned by HS2 and Network Rail. The Committee will question the OPDC tomorrow on the HIF bid and the conditions on which it was awarded.
This is the fourth meeting for the London Assembly’s review of the GLA Group Budget. Tomorrow, the Budget and Performance Committee will discuss the immediate financial impact of the COVID-19 pandemic on the London Legacy Development Corporation (LLDC) and the Old Oak and Park Royal Development Corporation’s (OPDC) finances and viability going forward.
