PCD 1455 Bleed Kits and Defibrillators

This paper seeks approval to initiate and award the purchase of defibrillators and first aid bleed kits in accordance to delivering the 100 day plan to ‘Set up the Met to Succeed’.  The purchase will be made via an existing MPS contract and approval is sought to increase the contract spend  by a total of £1,560,00 accordingly within allowable parameters. 

The Deputy Mayor for Policing and Crime is recommended to:   

  1. Approve the purchase of First Aid Emergency Life Support Bleed Kit Equipment, Defibrillators and their Consumable Component Parts through the existing MPS National Supply and Delivery of First Aid, Pharmaceuticals Contract.   

  1. The current value of Defibrillators is at a cost of £686,000 for 400 units at £1,715 per unit for Emergency Response and Patrol Team Incident Response Vehicles (ERPT IRVs) plus a total cost of £34,000 for consumables and asset tagging to be funded from Frontline reserves. 

  1. The current value of First Aid Bleed Kits is at a cost of £840,000 for tourniquet, medium pressure dressing and pouch for 24,000 uniformed officers/staff across MPS at c£35 per unit).  The kits will be funded with funding set aside from reserves to support Reform because they are beneficial to all business areas. 

  1. Apprroval  to increase the budget by an additional £1,560,000 to purchase First Aid Emergency Life Support Bleed Kit Equipment, Defibrillators and their Consumable Component Parts through the existing MPS National Supply and Delivery of First Aid. 

PART I - NON-CONFIDENTIAL FACTS AND ADVICE TO THE DMPC 

  1. Introduction and background  

  1. Defibrillators: Front Line Policing (FLP) reviewed the Incident Response  Vehicles (IRVs) defibrillator requirement and confirmed that there was a shortfall of over 400 readily available defibrillators for deployment and use in FLP IRVs some of which related to lost, faulty or missing equipment. 

  1. In response to remarks made by FLP officers,  the Deputy Commissioner requested for support with the delivery of defibrillators and to ensure they were available for FLP IRVs 

  1. First Aid Bleed Kits: Following a review of the stabbing incident of two MPS officers in September 2022 at Leicester Square, the Deputy Commissioner requested a review of the requirement for uniformed frontline officers/staff to carry first aid bleed control kits.  

  1. The MPS Clinical Advisory Panel advised the MPS to issue tourniquet and medium pressure dressing in addition to standard first aid PPE equipment carried by officers (gloves, wipes, clinical bag and face shield in October 2022. This will facilitate the personal carriage of first aid equipment to immediately deal with significant casualty bleed scenarios 

  1. The MPS assure that refresher training will be provided to officers in the next Emergency Life Support (ELS) cycle because all officers are trained on both items as they are already available in operational first aid kits in vehicles and specialist first aid kits.  

  1. Issues for consideration  

  1. If the purchase of defibrillators and first aid kits is not authorised, there is a chance that not all frontline officers will have the necessary resources to respond to an emergency. 

  1. Procurement of  First Aid Equipment across the MPS will provide Front line Police Officers and Staff the  with the tools and equipment required in the event of an emergency in line with Health and Safety regulations. 

  1. Financial Comments  

  1. The total one off cost for 400 new defibrillators and new consumables for the existing defibrillators to fully equip all ERPT IRV’s is approximately £720,000. It is assumed FLP will absorb future annual maintenance costs of approximately £60,000 based on a 3 year cycle.  

  • FLP have approximately 600 ERPT IRV’s  

  • FLP require 400 new defibrillators to full equip all ERPT IRV’s at c£1,715 per unit, overall total cost c£686,000. 

  • Existing 200 defibrillators require new consumbales to be replaced with a mix batteries and pads at c£100 per unit -total cost £20,000. 

  • Total cost of asset tagging of defibrillators c£14,000. 

  • Future maintenance cycle £100 per unit –  c£60,000 per year based on 3 year cycle. 

  1. First Aid Bleed Kits:  At a total cost of £840,000 for tourniquet, medium pressure dressing and pouches for 24,000 uniformed officers/staff across MPS at c£35 per unit. Funding will come from the reserves set aside to support MPS reform.  

  1. Legal  Comments.    

  2. The provision of first aid equipment to employees is a legal requirement under the Health and Safety (First Aid) Regulations. 

  1. The Mayor’s Office for Policing and Crime (MOPAC) is a contracting authority as defined in the Public Contracts Regulations 2015 (the Regulations).  All awards of, and modifications to, public contracts for goods and/or services valued above £213,477 shall be subject to compliance with the Regulations. This report confirms the MOPAC’s route to is compliant with the Regulations. 

  1. Paragraph 4.13 of The MOPAC Scheme of Delegation and Consent provides that Deputy Mayor for Policing and Crime has delegated authority to approve all contract awards valued at £500,000 or above. 

  1. Paragraph 7.23 of the Scheme provides that the Director of Strategic Procurement has consent for the approval of the award of all contracts, with the exception of those called in through the agreed call in procedure.  Paragraph 4.14 of the Scheme provides the DMPC reserves the right to call in any MPS proposal to award a contract for £500,000 or above. 

  1. Commercial Comments.  

  1. In terms of commercial and contractual considerations, the value addition for this medical equipment is permissible.  

  1. The existing contract is an MPS-led framework across several forces. The overall framework value is £10,000,000, while the MPS aspect is £8,000,000. 

  1. The addition of £1,560,000 represents an addition of 19.5% value to the original MPS aspect.  

  1. The MPS state that Basic Command units / Operational Command Units (BCU/OCUs) will absorb future replenishment costs as they currently do for other first aid equipment. 

  1. This  an extension to the existing MPS National First Aid Contract, and  will not  change any aspects relating to responsible procurement. 

  1. Work has been ongoing to develop a new kit carriage pouch for these first aid items in partnership with Publice and Personal Safety Training  (PPST) and Locally Developed Support Services (LDSS).  A pouch has been developed by the contract first aid equipment supplier Aero. The proposed pouch will integrate with the carriage belt, molle vest or can be carried separately in either a vest or trouser pocket configuration. 

  1. Pouches will require a minimum 6 week lead in time from initial order to be manufactured as this is a new item.  Complete bleed kits in pouches with tourniquet and medium pressure dressing could be available to commence delivery in June 2023. Delivery would realistically span FY 23/24. 

  1. GDPR and Data Privacy  

  1. MOPAC will adhere to the Data Protection Act (DPA) 2018 and ensure that any organisations who are commissioned to do work with or on behalf of MOPAC are fully compliant with the policy and understand their GDPR responsibilities.   

  1. The first aid equipment Framework Agreement  does not use personally identifiable data therefore there are no GDPR issues to be considered. 

  1. Equality Comments  

  1. There are no equality issues in the provision of first aid, the training is delivered to all eligible officers and staff and provision of first aid is universal. The equipment required under the 100 day plan is generic. As a result of completing an Equality Screening Exercise, no negative equality issues have been identified.  

  1. The outcome of this paper does not negatively impact the delivery of the London Anchor Institutions’ Charter.
