I was just thinking that the Tories keep on about linking congestion charging with air quality, and it is like picking at a scab: they have lost the fight with their own voters on this. I wondered whether you could clear up a little difficulty I have with the air quality strategy - the fact that you did not give sufficient detail about incineration. Now that the Conservative party manifesto for London clearly sets out a moratorium on incineration, are we going to be able to write to my friend Eddie Lister at Kensington and Chelsea and say that these Conservative boroughs that have pushed through incineration to communities that clearly do not want it - in Bexley, for instance - should now listen to the communities on which they are imposing incineration? Thank you for that response. Today we are more concerned with your draft air quality strategy than your draft transport strategy, and we would look to have some sort of agreement between the different strategies you write. You may have noticed that yesterday the ALG told us that, as a result of congestion charging, there would be at best only exceptionally modest reductions in the most serious traffic-emitted pollutants, and at worst no change or even modest deterioration outside the congestion charge zone. Does this not show that once again you are being a zone 1 Mayor?

You have raised there the issue of extending the zone into Kensington and Chelsea, and when you came to speak to us at the Environment Committee, you talked about having the zone around Heathrow as well. We also know that there have been requests from councils in east London - Newham and Tower Hamlets - perhaps to be included in the zone; and there have been requests from Camden for appropriate money to put traffic calming measures into the part of the borough that is not included in the zone. A different topic. I appreciate that you have not yet had the opportunity, or at least when you came to the Budget Committee you had not, to have the discussion with TfL about what is in their minds in connection with their proposal for there to be a service level agreement over traffic policing. Given that that is presumably still a matter of discussion, is it consistent with that to be proposing to delete 262 vacancies from the traffic warden service?
