Executive summary
On 26 January 2023, in Mayoral Decision (MD3083), the Mayor approved changes to the fares to be charged for using public passenger transport services on the Transport for London (TfL) network, and directed TfL to charge these with effect from 5 March.
That Mayoral Decision and its accompanying Direction contained administrative errors that resulted in some fares being stated incorrectly. This paper identifies these errors and corrects them, by asking the Mayor to revoke the erroneous Direction and issue a new corrected Direction, to be implemented with effect from 5 March 2023.
The corrections do not change the overall average increase on TfL fares under the Mayor’s control of 5.9 per cent, in line with the national rail fares increase as assumed in the government’s 30 August 2022 funding agreement for TfL and approved in MD3083. This Mayoral Decision (MD3104) and its accompanying Direction therefore continues to adhere to that overall fares increase.
Decision
The Mayor:
i. approves the proposed revisions to fares to be implemented from 5 March 2023 as set out in MD3083, but corrected as set out in Tables 1.1 to 1.3 of this Mayoral Decision (MD3104)
ii. revokes the Direction to TfL issued under Mayoral Decision MD3083
iii. signs the Direction to TfL (attached as Appendix 1) issued pursuant to the power in section 155 (1)(c) of the Greater London Authority Act 1999 to implement these fares from 5 March 2023.
Part 1: Non-confidential facts and advice
1.1 On 26 January 2023, in MD3083, the Mayor approved the fares to be charged on the TfL network and directed TfL to charge these with effect from 5 March. The original Mayoral Decision and Direction are attached as Appendix 2.
1.2 That Mayoral Decision and its accompanying Direction contained administrative errors that resulted in some fares being stated incorrectly. This paper identifies these errors and corrects them.
1.3 The corrections do not change the overall average increase on TfL fares under the Mayor’s control of 5.9 per cent approved in MD3083. This Mayoral Decision (MD3104) and its accompanying Direction therefore continues to adhere to that overall fares increase.
1.4 The Mayor is asked to approve the proposed revisions to fares set out in MD3083, but corrected in line with the below, to be implemented from 5 March 2023.
The errors to be corrected
1.5 The three tables (1.1-1.3) below identify the administrative errors contained in MD3083 and its accompanying Direction[1], and identify the correct fares that the Mayor is now asked to approve and which will be incorporated in the new Direction to TfL that the Mayor is asked to approve under this Mayoral Decision (MD3104).

[1] Tables 1.1 – 1.3 identify and correct the errors with reference to the Schedules attached to the Direction issued under MD3083. While some of these errors also appeared in table A4 to MD3083, table A4 was a condensed summary of the relevant fares contained in the Schedules and should be deemed to be corrected by virtue of the corrections to the Schedules to identified in Tables 1.1-1.3.
2.1 The objectives and expected outcomes remain as stated in the original Mayoral Decision attached in Appendix 2. The administrative errors have no impact on this aspect.
3.1 The administrative errors identified above are not considered to materially change the assessment of the equality impact of the fares changes approved in MD3083 and identified in section 3 of that Mayoral Decision. When making this decision (MD3104), the Mayor is asked to have due regard to this and the equality impacts contained in section 3 of MD3083, attached as Appendix 2.
4.1 There are no additional risks or issues resulting from those identified and described in the original Mayoral Decision.
4.2 GLA officers consider that implementation risks are minimal.
5.1 The corrections do not change the overall average increase on TfL fares under the Mayor’s control of 5.9 per cent approved in MD3083. This Mayoral Decision (MD3104) and its accompanying Direction therefore continue to adhere to that overall fares increase, and continue to ensure that TfL receives the level of funding assumed in the 30 August funding agreement and the 2023 TfL Business Plan over the period to 31 March 2024.
5.2 All existing concessions will be maintained and will be funded in the TfL budget until the end of the current financial year, and in the TfL Business Plan for 2023-24.
5.3 There are no direct financial consequences for the GLA: Mayor budget arising from this decision.
6.1 The Mayor may issue general directions, under section 155(1)(b) of the GLA Act, as to the manner in which TfL is to exercise its functions, as well as, under section 155(1)(c), specific directions as to the exercise of TfL’s functions. Under section 174(1) of the GLA Act, the Mayor is under a duty to exercise his powers under section 155(1), so as to ensure that the general level and structure of fares for public passenger transport services (provided by TfL or other persons who provide services under agreement with TfL) are determined. This decision is consistent with those statutory obligations.
6.2 Under section 149 of the Equality Act 2010, due regard must be had, when the Mayor exercises a function such as the making of this decision, to the equality obligations referred to in section 3, “Equality Comments” of MD3083, and also section 3, “Equality comments”, of this report. Consideration is given in those sections to the likely effects of the corrected fare proposals on protected groups, and the Mayor must have regard to these matters when taking this Mayoral Decision.
6.3 The Mayor is not required to conduct a consultation in relation to the fares proposals.
