The Mayor of London, Sadiq Khan, is consulting on his fourth budget and capital spending plan for the Greater London Authority (GLA).
The Greater London Authority (GLA) is the strategic authority for London and supports the Mayor and the London Assembly in delivering their responsibilities and functions. The GLA’s five functional bodies are its principal delivery arms:
- the Mayor’s Office for Policing and Crime (MOPAC; overseeing the work of the Metropolitan Police Service - MPS)
- the London Fire Commissioner (LFC: overseeing the work of the London Fire Brigade)
- Transport for London (TfL)
- the London Legacy Development Corporation (LLDC) which administers Queen Elizabeth Olympic Park and
- the Old Oak Common and Park Royal Development Corporation (OPDC)
The Mayor’s key objective in the Budget is to support London’s further success, entrepreneurial spirit, thriving economy, extraordinary diversity and creativity, tolerance and openness to the world.
The Consultation Budget sets out how he intends to achieve this through his revenue and capital expenditure plans for the GLA and each of the functional bodies.
The Budget sets out plans for the years 2021-22 to 2024-25. It includes the Mayor’s proposed level of council tax precept for 2021-22.

Key facts and information
- The proposed total gross revenue and capital expenditure proposed for the GLA and each of its functional bodies in 2021-22 is £19.4billion excluding payments made to the Government under the business rates retention system
- The gross expenditure for the GLA and each functional body is funded through a combination of resources directly controlled and allocated by the Mayor – council tax precept income and retained business rates - and other sources of income such as specific government grants, Home office grant for policing and transport fares income
- The GLA’s precept is the amount of council tax the Mayor has to raise from London’s 33 billing authorities (the 32 London boroughs and the Common Council of the City of London) to balance the GLA Group’s revenue expenditure
- The Mayor proposes to increase the Band D precept paid by residents of the 32 London Boroughs by £6.64 in 2021-22 to £388.71 in order to provide additional resources to support front-line policing and the London Fire Brigade. The Mayor’s provisional 2021-22 precept for the Common Council of the City of London, which is outside the Metropolitan Police district, is proposed as £81.53.
