Planning applications

As the Local Planning Authority, Old Oak and Park Royal Development Corporation (OPDC) is responsible for all planning functions and decisions on planning applications for its area. The Mayor set up OPDC as a Mayoral Development Corporation in April 2014.

Pre-application advice

If you intend to make a planning application within the OPDC boundary area, we encourage you to seek pre-application advice, particularly if your scheme is large or raises complex planning issues. OPDC do not currently charge for pre-application advice, and is operating the following interim arrangements until further notice.

To request pre-application advice, please send an email or write to us at:

What information to provide

The more information you provide about your proposal, the more comprehensive and complete our advice will be. Your request for pre-application advice should include:

  • the site address and a site plan
  • a description of the proposed development
  • indicative plans and elevations of the proposed development
  • any other information you consider relevant to the proposal

What happens next

A planning officer will undertake an initial assessment of the information provided and will either respond in writing or will contact you to arrange a meeting.

Depending on the scale and type of development proposed, we may refer you to the relevant borough council. More information about the types of applications normally delegated to the boroughs can be found here:

Submitting a planning application to OPDC

Planning applications relating to land within the OPDC boundary must be submitted to the Development Corporation, with the exception of applications for Lawful Development Certificates and Certificates of Appropriate Alternative Development. For these, you should continue to apply to the relevant local authority (Brent, Ealing or Hammersmith & Fulham Council).

How to submit a planning application

The simplest way to submit a planning application is online via the Planning Portal.

Registration is easy and you can submit your planning application forms and supporting documents electronically. The benefits of applying online include:

  • immediate delivery and acknowledgement
  • savings on postage and printing costs
  • online help when completing applications
  • online record of your applications
  • online payment

If you prefer, you can complete your application form online and send supporting documents to us by post.

Please note that a planning application cannot be progressed until all the necessary supporting information and the appropriate fee is received.

Delegation of applications to local boroughs

In certain circumstances, we may delegate the handling of your application to the local borough; we will notify you if we decide to do this. Information on the types of applications likely to be delegated to the local borough can be found here:

Planning application requirements

OPDC has published a validation checklist setting out the documents required to support a planning application.

You can also read the report of the consultation on the draft validation checklist.

Paying for a planning application

Your planning application must be accompanied by the correct fee. The government sets Planning Application Fees, which apply across the country.

For help calculating the fee for your planning application, we recommend using the Planning Portal’s Fee Calculator.

The easiest way to pay your application fee is by BACS bank transfer. Please call us on 020 7983 6520 to arrange this.

Searching for a planning application

Use our planning register to find information and comment on a current planning application in the Old Oak and Park Royal area or to search for determined applications.

Search for information held on the OPDC Planning Register using the planning reference number or part of an address.

If you have any problems in accessing the register, please contact Old Oak and Park Royal Development Corporation Planning Team via email or on 020 7983 6520.

Applications delegated to Ealing and Brent Councils

Some applications in the OPDC area are delegated to the local borough to determine. The OPDC planning register will state if an application has been delegated. Full details of these applications will be available on the boroughs’ planning registers:
