Panel Update
On the 31 March 2024, the London Development Panel 2 (LDP2) came to an end after six years. LDP2 was a single-lot development framework comprising 29 established developers, house builders, contractors, and Registered Providers of Social Housing selected by the GLA to support residential-led development in Greater London.
The panel has been used to secure development partners for 18 projects which will deliver 6,600 new homes, circa 50% of which will be affordable, on sites varying from 50 up to 1,000 homes. Notable projects include St Ann’s Hospital which is delivering 60% affordable homes and Hackney Wick which is delivering 190 affordable homes and 4000m2 of commercial space.
Building on the success of LDP2, the GLA plans to capture the knowledge, expertise and lessons learnt during the life of the panel and produce a hub of procurement resources to support public landowners when preparing sites for development. This is following extensive consultation with public landowners, panel members, commercial advisors and procurement professionals.
This next phase will involve the production of template tender documents and an updated, precedent form of development agreement, as well as guidance for procurement processes and embedding design quality, sustainability and social value within them. This will help enable public landowners to adopt a robust and consistent approach during procurements and commercial negotiations.
Guidance documents will be produced covering the following:
- Site feasibility studies
- Soft market testing
- Creating development briefs
- Procurement, partnership and disposal strategies
- Managing procurement processes
- Evaluating bids
- Development agreements and joint ventures
The resources will be created in collaboration with GLA Group organisations with support from procurement, legal, commercial and design advisors and will be made available later this year.
Panel overview
The Mayor has identified London’s housing crisis as one of the biggest barriers to prosperity, growth and fairness facing Londoners. His draft London Plan sets out a wide range of policies to significantly increase the supply of housing in the capital. It includes identified capacity for 65,000 new homes a year and a long-term strategic target for 50 per cent of all new homes built to be genuinely affordable.
The release of surplus, publicly-owned land for residential development has a key role to play in meeting these targets. Recognising this, a new London Development Panel has been established and is an efficient means of accelerating the delivery of new homes on public land. It is a key tool of Homes for Londoners - the umbrella organisation for housing delivery in London, led by the Mayor.
The new London Development Panel, known as LDP2, is a single-lot framework of 29 well established developers, house builders, contractors and Registered Providers of Social Housing (RPs) who have been carefully selected through a rigorous competitive procurement process.
The Panel offers comprehensive development and construction services and can be used by public landowners for sites in Greater London, providing a streamlined and efficient method for selecting development partners for their sites.
LDP2 replaces the first London Development Panel which expired in 2017. In summary, LDP2:
- is a framework for residential-led development to support the Mayor’s ambition to accelerate housing development;
- can offer a quick and efficient means of selecting a development partner in comparison to other procurement methods;
- offers a comprehensive range of development services;
- can deliver cost savings through the Panel’s defined Mini-Competition process and standardised set of Call-off Contracts;
- is available free of charge to public landowners and Registered Providers who sign an Access Agreement with the GLA;
- can be used for both development and contracting opportunities in Greater London;
- offers new flexibilities around how Panel Members can bid in mini-competitions;
- will run for a period of 4 years ending on 8 August 2022. GLA may extend the Panel by 1 year.
Fire safety update
Following the tragic fire at Grenfell Tower in 2017, the GLA has been working closely with its colleagues in the London Fire Brigade to consider how it can ensure high standards of fire safety are delivered in new buildings in London.
The requirements set out below will be applied in new contracts for housing development on GLA-owned land, including those procured through LDP2. The requirements will be included in project tender documents and project Development Agreements. We strongly encourage other landowners to apply the same requirements to ensure high standards of fire safety for residents.
- The following types of buildings delivered under LDP2 must include Automatic Water Fire Suppression Systems (AFSS):
- All purpose-built blocks of flats (including conversions, student accommodation and hotels).
- All homes where vulnerable people live.
- All buildings housing vulnerable residents, such as care homes or sheltered accommodation.
- All schools.
- All buildings/conversions of any type that are of 18m in height or more.
- The Building Regs 2010 (as amended) require control over combustible items in the walls of relevant buildings. All new buildings or conversion of existing buildings built under LDP2 should apply those combustibility restrictions regardless of their height. More specifically, external walls of all buildings (of any height) should contain only materials of Class A2-s1, d0 or Class A1 in accordance with BS EN 13501-1:2007+A1:2009.
- All new buildings or conversion of existing buildings to include water supplies for firefighting in accordance with Water UK’s national guidance document.
- Developers must register any in-built electrical products such as white goods (doing so will pick up any recalls). Developers must also encourage residents to register any white goods which the residents themselves bring into their new homes.
- Information about product registration, product recalls and electrical safety should be included in the resident’s pack or manual for all new homes. (This is in line with Total Recalls and NFCC/LFB electrical safety headline messages).
