Introduction
The London Assembly Budget and Performance Committee is holding a one-off meeting to assess the delivery of the Mayor’s 2024 manifesto commitments.
Investigation aims and objectives (Terms of Reference)
This one-off meeting will seek to assess the delivery of the Mayor’s 2024 manifesto commitments, nearly a third of the way (16 months) into the current Mayoral term. In parallel, the GLA has begun rolling out a new delivery and performance framework, based on Mayoral Mandates and Delivery Plans. The Committee may explore how this framework aligns with the Mayor’s manifesto and how it supports the delivery of his pledges. The meeting will look to:
- assess progress against the Mayor’s 2024 manifesto commitments, a third of the way into his mayoralty.
- establish clarity on the scope and expected outcomes of the Mayor’s manifesto commitments.
- examine the key risks and barriers to successful delivery of the Mayor’s commitments within the remainder of the term.
- understand how the GLA’s Mandates and Delivery Plans framework aligns with the Mayor’s manifesto and how they are being used to plan, track and report progress.
Key issues
In April 2024, Sir Sadiq Khan launched his third-term campaign with A Fairer, Safer, Greener London for everyone, outlining a broad policy agenda structured around four themes: fairness, safety, the environment, and prosperity for Londoners. A Budget and Performance Committee meeting on the Mayor’s manifesto was postponed until now, due to the 2024 General Election.
The Scrutiny Team’s review of the manifesto has identified a mix of measurable and broader, less defined commitments. This means that in some instances, the lack of clear baselines—such as for the pledge to recruit 1,300 additional police officers and PCSOs—makes it difficult to assess progress.

- Which manifesto commitments are currently on track, and which are behind schedule 16 months into the term?
- How has the introduction of Mandates and Delivery Plans improved the completion and tracking of the Mayor’s manifesto commitments?
- How has the Mayor prioritised resources and delivery when faced with competing demands and cost pressures?
- Are there any manifesto commitments that may no longer be deliverable, and how is the Mayor communicating these changes to Londoners (e.g. fares freeze, police station front counters).
