An Integrated Impact Assessment (IIA) of the London-wide ULEZ proposals was conducted by independent consultants Jacobs Ltd and assessed potential health, environment, equality, and economic impacts of the scheme consultation proposals on different groups, including businesses and charitable organisations.

Only drivers of vehicles that do not meet the ULEZ standards need to pay the £12.50 daily charge. 90 per cent of cars and nearly 80 per cent of vans seen driving in outer London on an average day meet the ULEZ standards, meaning their drivers will not need to pay.
For those with non-compliant vehicles, the Mayor has provided £160m in funding for a scrappage scheme that provides grants to Londoners, London-registered businesses and charities to scrap or retrofit their non-compliant vehicles.
Eligible sole traders, businesses with fewer than 50 employees and charities can apply for grants of £6,000 to £11,500 to scrap or retrofit up to three non-compliant vans or minibuses.
