The Responsible Procurement Policy and associated Implementation Plan outline the GLA Group’s approach to social value including utilising the TOMs framework and the Social Value Portal. The GLA Contracts and funding code stipulates that 10 per cent is to be assigned to social value for contracts over £150,000. We can also share the most recent case study publication.

Has the Authority applied the concept of social value more widely than the revised best value guidance? If so, provide details about how.

The percentage of the Authority’s tenders over the past 12 months where the Public Services (Social Value) Act has been applied where it could have been applied (that is to say, how much use does the Authority make of the Act).

Our procurement process requires a consideration of social value in every procurement above £25,000 through the completion of a Responsible Procurement checklist. All contracts over £150,000 will assign a minimum 10 per cent weighting to social value and responsible procurement.

What proportion of council spend is used to draw down social value?

The GLA does not hold information in scope of this part of your request. All contracts over £150,000 assign a 10 per cent weighting to social value and responsible procurement.

Where does responsibility for social value sits within the Authority? For example, with the head of procurement or with a cabinet member? Which departments have staff whose role includes 'social value' outside the procurement department?

GLA procurement is undertaken by the Transport for London (TfL) Procurement and Commercial function. A GLA Group Central Responsible Procurement Team has been established to support GLA and the functional bodies of the Group to create social value in supply chains. This team reports to the GLA Business Partner who reports into the TfL Director of Procurement for Capital, who in turn reports into the TfL Chief Finance Officer. All procurement staff are responsible for delivery of social value within their procurements, with a small centralised team assisting for larger, more complex procurements.

Has training taken place for staff? Are there toolkits and resources for staff on social value?

All TfL staff who undertake procurements on behalf of the GLA have been trained in person on social value in October 2023. There is an internal Sharepoint site with guidance notes, training and checklists.
