1. Did any members of the organisation attend MIPIM 2023 in an official capacity? If so, how many attended and what are their job titles?

Yes, two members from the GLA attended MIPIM in March 2023 in an official capacity - Jules Pipe, Deputy Mayor of Planning, Regeneration and Skills and Lucinda Turner, Assistant Director of Planning and Regeneration (a representative of OPDC also attended).

2. If so, what was the total spend by the organisation on attending the conference? 
Please make clear how much was spent by the organisation itself, and how much 
it received, if any, in sponsorships or grants.

The costs incurred by the GLA were only related to travel (as set out below). Costs for 
accommodation in Cannes and delegate passes for the conference were covered by RX (Reed Exhibitions) and Opportunity London for Jules and Lucinda respectively. Business events such as dinners and lunches were covered by stakeholders such as BusinessLDN, LCA and City of London Corporation as detailed below.

3. How much was spent on flights? Please provide information on the airline and 
the class.

In order to travel in the most sustainable way, both Jules and Lucinda booked to travel to the conference by train. 

Due to train strikes in France, which affected the booked travel, last-minute travel 
arrangements had to be made for a number of the planned journeys (please note that the country wide transport issues in France meant alternative options were very limited). 

For the outgoing journey for Jules and Lucinda, the pre-booked overnight train from Paris to Cannes was cancelled on the Thursday night before the conference which meant last minute arrangements needed to be put in place.

This meant they both used the pre-booked Eurostar train on Sunday afternoon but were required to stay near Gare de Lyon before they could get a 0550 train the next day to get to the conference (please see hotel details in the answer to question 4). 

On his return journey, Jules’s pre-booked train from Cannes to Paris was cancelled at 1000 on the morning of travel (this was fully refunded). The last seat on the only available train to Paris via Marseilles (1430) was immediately booked. However, this train would not have arrived in Paris in time for Jules to travel back to London on the last Eurostar that evening.

As a result of these train cancellations and availability, Jules was forced to book a last-minute British Airways flight to London in order to get back to London for the Stage 3 Planning Hearing taking place on Friday, mid-morning. 

For information, the 1430 train from Cannes was partly-refundable (the Cannes-Marseille 
portion was non-refundable) and the return Eurostar from Paris to London was also non-refundable (as the outbound ticket had already been used). 

All travel taken by Lucinda and Jules was standard or economy class.

Total travel costs for Jules Pipe £978.87 (full breakdown below):

4. How much was spent on accommodation? Please provide the name and address 
of the hotel.

Accommodation costs at the conference were covered by RX Global and Opportunity London for Jules and Lucinda respectively. 

Jules stayed at Carlton Cannes, 58 boulevard La Croisette, CS 40052 06400 Cannes.

Lucinda stayed at Néméa Appart'Hôtel, 6 Rue André Chaude, 06400 Cannes. We do not hold the cost details for this accommodation. 

As set out above, due to train strikes, the overnight train from Paris to Cannes was cancelled and as a result, Jules and Lucinda were required to stay overnight near the station in order to get an alternative train early the next morning.

Total hotel cost £178.81 (for two rooms) 

5. How much was spent on food and subsistence? Please provide receipts for any 
restaurants, cafes or bars visited.

Neither Jules nor Lucinda claimed any food or subsistence expenses. However, they each 
attended a number of business events which included lunch or dinner as part of the 
conference which were sponsored by various stakeholders (a complete list is below). We do not hold the costs for these events.

6. How much was spent on conference costs? For example, tickets to the conference and any stands set up at the conference.

There were no further costs to the GLA. The conference passes were provided by RX (Reed Exhibitions), the global conferences and exhibitions company that organises London representation at MIPIM.

We do not hold cost information for the passes.
