Your request

The total expenditure involved in creating, launching, and maintaining the GLA website, including any redesigns or updates made within the last five years. It would be helpful if the cost breakdown could encompass various elements such as design, development, hosting, security measures, content management, and any other relevant expenses.

In addition, if available, I would appreciate receiving information about the procurement process followed for selecting the service providers or contractors involved in the development and maintenance of the website. This could include details about the competitive bidding process, criteria for selection, and the contractual agreements in place.

Our response

In terms of expenditure

Between August 2020 and September 2023 the GLA undertook a significant programme of work to rebuild its estate of websites. This work was primarily required because the version of our main website technology of the time was due to go out of support. A large part of this work related to the redevelopment of the www.london.gov.uk website.

The following cost breakdown covers the supplier costs for the whole estate rebuild programme:

In terms of procurement

The procurement process for the above website estate rebuild project was as follows:

  • The DOS5 procurement for the programme of work was advertised via the Government Digital Marketplace, with the mandatory two week period for shortlisting applications before starting the Request for Proposal stage.
  • A procurement strategy needed to be presented at the Transport for London (TfL) Commercial Approval Meeting and approved before advertisement could proceed.
  • We received 17 responses to our procurement that met all essential skills and experience. Any suppliers that did not meet our essential requirements were informed by TfL directly that they were unsuccessful.
  • We received 27 questions during the open procurement clarification phase.
  • We shortlisted 5 suppliers to the evaluation stage.
  • We received 68 questions during the Request for Proposal clarification phase.
  • We notified the successful supplier and following their acceptance of the offer the unsuccessful candidates were informed of their results and given additional feedback around their lower scores.

For our support and maintenance contracts, the procurement process has been:

  • We recruit through the Government GCloud Keyword Search framework.
  • Shortlisted suppliers confirm the services they provide as listed in our advertised Service Definition Document.
  • We then hold a clarification meeting with each bidder, once they have responded to the advertised document.

New development contracts are procured through the GCloud 13 framework. The GLA will define its criteria from the contract and then assess the potential suppliers.
