In follow up to MGLA150223-0343: EIR - Warmer Homes Scheme [Mar 2023] | London City Hall
- In response to my question 2 (For each year, how many: a. Applications to the scheme are made? b. Applications to the scheme are successful? c. Successful applications result in an installation?), you state that you cannot provide data for earlier years as you do not have the data collected. Please explain why this is and from whom I can request the data. I do not care if the data provided is per calendar or financial year, just as long as it is clearly identified as such.
- In addition, since I presume the programme is now closed for 2022/23, please provide me with definitive answers for that year.
- In response to my question 3 (Please list each installation type offered as part of the scheme, alongside the amount of people assessed for each type, and the amount of successful installations per type per year.), you state that you cannot provide me with this data for previous years. Again, please direct me to whom I can request this information.
- Please also give me definitive answers for 2022/23.
- For my question 5 (How much (in real terms and as a percentage of the whole) of the total public monies allocated to the Warmer Homes scheme per year goes to: a. Administration of the scheme. b. Assessment of properties. c. Installation costs: please split out labour and materials if possible. d. Anything else not covered by the above.), please fully explain what expenses you group under “Capital” and detail amounts and percentages.
- In particular, I am concerned with knowing how much money, per scheme year, is spent on subcontractors labour fees vis a vis materials for installation. Please provide me with this data.
- In relation to my question 6 (Please explain how you evaluate the scheme and determine if it is a good use of public monies), I did not ask for the aims of the scheme but how you evaluate it. In particular, what are your criteria for success? Do you systematically evaluate the scheme for value for money? Please give an overview of the types of complaints and compliments you have received. Please also give your KPIs for the installations and measures of success/failure for each.
- New questions: Do you conduct satisfaction surveys with the individual owner-occupiers and tenants who have been assessed for and/or received installations? If yes, please can I have the results for each scheme year. If you do not conduct satisfaction surveys with these groups, please explain why.
- For each year, please tell me how many applications to the scheme are from owner-occupiers and how many are from tenants? If you do not hold the data for each scheme year, please tell me to whom I can direct my request.

Our response
Please find below our responses to your requests. Unfortunately we are not able to provide you with the information you are seeking in full.
1. We are interpreting ‘successful applications’ as ones that passed the first part of the assessment which is financially eligibility. A landlord may not have given permission at this stage, and the property is assessed next.
Warmer Homes programme phase 1 (FY 2018-19 – 2019/20):
- a. Applications to the scheme – 1,546
- b. Applications that were financially eligible – 1,546
- c. Properties with installations – 1,224
For the above data, this is accurate, and total installs is slightly higher than our response to your previous FOI.
Warmer Homes programme phase 2 (FY 2020/21 - 2022/23):
- a. Applications to the scheme – 4,420
- b. Applications that were financially eligible – 4,062
- c. Properties with installations – 1,818
2. For the current phase of Warmer Homes we have had an extension for delivery until 30 September 2023. We are interpreting ‘successful applications’ as ones that passed the first part of the assessment which is financially eligibility. A landlord may not have given permission at this stage, and the property is assessed next.
Warmer Homes phase 3 (current):
- a. Applications to the scheme – 10,918 (this is the final figure)
- b. Applications that were financially eligible – 3,517 (This is figure is from April 2022 until 12th July 2023, and subject to change).
- c. Properties with installations – 1,319 (for 2022-23 financial year, with installations ongoing in 2023-24).

7. For current phase of Warmer Homes:
The success criteria for this programme are meeting our KPIs set with central government. Through these KPIs we systematically evaluate the programme and work towards our aims of tackling both fuel poverty and climate change. We do not have a ‘value for money’ KPI, as the cost of retrofits varies greatly depending on the typology of the property. There are overall scheme costs caps to comply with. We will assess progress against the KPIs at the end of the programme.
Complaints often focus on eligibility, querying an EPC outcome, measure being offered is not what they want or they are unhappy with works carried out.
Compliments have been received on the service from the contractors and householders report being pleased to receive free energy efficiency measures that are making a perceivable difference to the warmth and comfort of their home.
8. We do not carry out satisfaction surveys. As we answered under question 7 of your previous FOI, we have not been required to survey the applicants or properties that received installations (under funding requirements from central government). We assess success of the programme through our KPIs listed above, and overall homes improved since 2018. We monitor complaints for programme delivery improvements and collect case studies.
