Summary of request
Please find below the information we hold within the scope of your request.
1. expect any alleged consultations and votes claimed to have been undertaken, to be made fully public.
Following a public consultation that ran from 20 May to 29 July 2022, the Mayor has announced that he has decided to expand the ULEZ London-wide in August 2023.
To inform his decision, the Mayor considered relevant evidence, including the IIA and the TfL Report to the Mayor on the themes and issues raised during the consultation. You can read his decision, including the rationale and relevant supporting documents, on the GLA website: https://www.london.gov.uk/who-we-are/governance-and-spending/promoting-good-governance/decision-making/mayoral-decisions/md3060-london-wide-ultra-low-emission-zone-ulez-scheme.
2. expect your immediate action to STOP the further ULEZ expansion, it is against the will of I, and others, especially in and through Barking, there is NO Consent given to erect your eyesore cameras in our neighbourhood
The Mayor’s response to the consultation has been raised at Mayor’s Question Time. His response is available here: Ignoring Consultations | London City Hall
There are several further questions relating to this subject matter, with answers published on the GLA website: Questions to the Mayor | London City Hall (Search, keyword ULEZ and filter by date – 1 Dec to today).
3. request to see PROOF of the need to have such Zones, ie, any fully detailed air quality tests with dates and readings clearly demonstrating how air quality has changed for the better since the introduction of LEZ and ULEZ charges
The independent Integrated Impact Assessment (IIA) for the London-wide ULEZ proposals assessed potential health, environment, equality, and economic impacts of the proposals on different groups and includes an equalities impact assessment. The full document (“London-wide ULEZ Integrated Impact Assessment (ULEZ Scheme IIA)”) is available on Transport for London’s consultation website: https://haveyoursay.tfl.gov.uk/cleanair.
The GLA regularly reports on air quality trends in London. This reporting uses data from the city’s air quality monitoring network to analyse the long term trends in pollution concentrations. The most recent modelling is the London Atmospheric Emissions Inventory (LAEI) 2019. You can access the data, including borough breakdowns, on the London Datastore: https://data.london.gov.uk/dataset/london-atmospheric-emissions-inventory--laei--2019.
The GLA regularly reports on the air quality and vehicle reduction impacts of the ULEZ and LEZ. This reporting uses data from the city’s air quality monitoring network to analyse the long term trends in pollution concentrations as well as estimating the impacts of the scheme. The reports include a detailed description of the methods used evaluate the impact of the ULEZ and have undergone independent peer review. You can read the most recent report on the GLA website and find links to the previous reports within: https://www.london.gov.uk/programmes-strategies/environment-and-climate-change/environment-and-climate-change-publications/inner-london-ultra-low-emission-zone-expansion-one-year-report.
4. request a breakdown of the fees chargeable for the different categories of vehicle and the penalties chargeable per category.
The ULEZ daily charge is £12.50 for cars, motorcycles, vans and specialist vehicles (up to and including 3.5 tonnes) and minibuses (up to and including 5 tonnes). Only drivers of vehicles that do not meet the ULEZ standards (Euro 4 for petrol vehicles, Euro 6 for diesel vehicles, and Euro 3 for motorcycles) need to pay the daily charge. Drivers can check whether their vehicle meets the standards on the TfL website: https://tfl.gov.uk/modes/driving/check-your-vehicle/
TfL may issue a Penalty Charge Notice (PCN) if you drive within the ULEZ in a vehicle does not meet the emission standard and you do not pay the correct daily charge. A ULEZ PCN is £180, reduced to £90 if paid within 14 days.
5. request a fair and lawful, independent appeals service as opposed to the one provided by Dan Milton of TfL who has been arranging his own biased justice by impersonating a Court (hiring a room “in” The Traffic Enforcement Centre, Northampton and hiring his own Magistrate (a conflict of interests) which means the unlawful ‘warrants’ being produced “IN” the court BUT NOT ‘BY’ the court are illegal and unlawful). I hold proof of these claims and give NOTICE that the issue of a PCN is both illegal AND Unlawful under the constitutional statute, The Bill of Rights1689 where “all grants and fines or forfeitures of a particular person before conviction are illegal and void.”
Transport for London (TfL) is the Mayor's transport authority and is responsible for implementing the Mayor's Transport Strategy, and for the day-to-day operational running of transport services, including the ongoing operation of road user charging schemes such as the ULEZ. You may wish to send a further request to TfL at [email protected].
